Implement comparative calculations for "lesser of/lowest of" rules (for example, comparing actual fares paid to the Commonwealth benchmark fare for Colonel or lower under 2.1.4(2)(item 2)).

2. Document evidence requirements

• For applicant reimbursements (2.1.4), require proof of attendance at the Defence Force Recruiting Centre, proof of residence outside metropolitan transport area, and receipts for fares, accommodation and meals where reimbursement is linked to amounts actually paid. For removals and travel entitlements tied to relationship events (6.5.71, 9.3.9), require certified marriage certificates, state de facto registration evidence, or documentation of formal recognition under section 1.3.89.

3. Track date-dependent thresholds

• Implement case management to track: posting start and end dates, remaining posting durations (especially the six-month threshold used in 6.5.21 and 6.5.36), and the 28-day temporary absence window for overseas allowances (15.2A.23-24). Build automated alerts for the 29th day trigger to avoid inadvertent overpayments or lapses in entitlement.

4. Apply discretionary decisions consistently

• Produce guidance and templates for CDF and Senior ADF Officer determinations. For instance, decisions under 6.5.21(1)(c) (satisfaction that a personal location is beneficial) and 15.2A.25(3) (CDF extension of the 28-day period) should be recorded with reasons and material considered. Similarly, Senior ADF Officer approvals for up to AUD 500 exceptional reimbursements (7.11.7) should use a standard form recording facts and rationale.

5. Use correct indices and exchange rates

• For overseas meal allowance calculations under 15.2A.27(3), ensure the payroll uses the exchange rate and post index specified for the relevant pay period and references section 12.3.14A where required. Confirm which rate is the "exchange rate used to pay salary" for each pay period.

6. Implement evacuation processes

• For Defence establishments, develop evacuation order procedures that record the issuance time and any end time so that entitlement periods under 7.11.3 are calculable. Ensure accommodation and meal vendor lists and fast payment procedures are in place to cover "reasonable costs" under 7.11.4 and 7.11.5.

7. Train staff on definition changes

• Train personnel officers, recruiting centre staff and unit administrators on the new definitions such as "ship's home port" (1.3.73A) and "refitting port" (1.3.64) so that decisions about removal destinations are consistent. Update checklists for members posted to seagoing ships/submarines.

8. Reconcile removal and travel caps

• For removals under 6.5.36 and 6.5.71, implement procedures to calculate the applicable cap where a removal from a non-standard location is paid only to a capped amount (6.5.71(4)). Maintain records of previous posting locations and costs to apply the "lesser of" limits accurately.

9. Handle transitional claims

• For members potentially covered by Schedule 7, establish a claims window and process to identify members who performed duty in the specified Operation STEADFAST area between 10 September 2018 and the Determination’s commencement and did not previously receive deployment allowance. Payroll must be able to calculate backdated rates by date bands specified in the Schedule 7 table.

10. Communicate entitlements to members and applicants

• Publish clear guidance for applicants on the conditions for assistance when attending recruiting centres, including the definition of "outside of an area serviced by the metropolitan transport system" and what evidence is needed for fare and accommodation reimbursement (2.1.4). For members, provide briefings on how the 28-day overseas absence rule operates and how leaving the posting location before dependants affects allowances (15.2A.23-25).

11. Coordinate with state registration systems

• Since entitlement to certain travel and removal benefits depends on state/territory de facto registration, administrative processes should accept official registration certificates as proof and have procedures to verify authenticity.

12. Retain records for audit and review

• Given multiple discretionary decisions and comparative calculations, maintain detailed records to support payments and refusals. Documentation should include the factual basis, nexus to the relevant subsection, and any cross-reference to annexes or other sections used in the calculation.

13. Legal and tax advice

• Although the Determination does not address tax treatment, recipients and administrators should obtain tax advice or guidance from the relevant authorities about the treatment of these allowances for income tax and superannuation purposes before finalising payroll practices.
