Currency (Royal Australian Mint) Determination (No. 4) 2017

The determination operates through a small number of legal-conceptual moves that are set out in the instrument itself.

• Statutory supplementation: Section 5(1)-(2) confirms it is made for the purposes of paragraph 13(2)(b) of the Currency Act 1965, and s 5(2) provides the functional effect , the Act “has effect … as if” the Schedule to the Act included the denominations and standard compositions specified in Part 1 of Schedule 1 to this instrument. The primary concept is therefore that of adding or treating the listed denominations and compositions as part of the statutory Schedule to the Act.

• Specification of weight, dimensions and design: Section 6 is made for the purposes of subsection 13A(1) of the Act and specifies that each table item in Part 1 of Schedule 1 provides the “standard weight, the allowable variation from that standard weight, the design and the dimensions” of the coin (s 6(1)-(2)). The instrument therefore distinguishes composition (s 5) from physical and aesthetic specifications (s 6).

• Symbolic shorthand and explanation: Rather than reproduce full design text in every coin row, the instrument uses symbol codes in Part 1 (S1-S3 for shape; E1-E3 for edge; O1-O2 for obverse; R1-R23 for reverse). Part 2 is expressly described by s 6(4) as explaining those symbols. The concept is a two-part table: concise rows with coded design references, and a legend that sets out the full design content.

• Multiple specifications for the same denomination: The instrument explicitly lists multiple items for the same nominal denominations with differing metal compositions, weights, shapes and designs. For example, the 50 cent denomination appears in many items (items 2-14 and 18-19) with copper-nickel composition in many instances and at least 99.9% silver in item 19. Likewise, the $1 denomination appears in items that are copper-aluminium-nickel as well as items that are at least 99.9% silver (items 17, 21, 23, 24). The instrument therefore treats a denomination as able to have multiple co‑existing standard compositions and designs.

• Precision of fineness and bullion facts: Several items identify precious metal coins with explicit fineness and mass references that are typical of bullion issues. Examples include “At least 99.99% gold”, “At least 99.9% silver”, and inscriptions in reverse designs such as “1oz .9999 Au”, “1oz .999 Ag”, and “1/2oz .9999 Au” (see items and their reverse design explanations, Part 1 and Part 2). The instrument thereby creates statutory recognition of high-fineness bullion coins as denominations in the currency Schedule.

• Preservation of prior determinations: Sections 5(3) and 6(5) reiterate that this determination does not affect other provisions of determinations made for the same purposes. The concept is additive and non-destructive: new items are treated as supplementing, not replacing, other determinations unless those other instruments themselves are altered.

These concepts together show the instrument’s two-layer architecture: (1) insertion by reference into the Currency Act Schedule of denominations and standard compositions (s 5), and (2) prescription of precise physical, dimensional and design tolerances for each listed coin (s 6 and Schedule 1, Part 1; with legend in Part 2).

This determination affects the statutory allocation of coin specifications and therefore a defined set of actors with roles related to coin production, recognition and handling. The instrument itself identifies the decision-maker as the Minister for Small Business (the instrument is signed “Michael McCormack, Minister for Small Business”) and is made under the relevant provisions of the Currency Act 1965 (s 3). The title identifies the Royal Australian Mint as the implementing context, Currency (Royal Australian Mint) Determination (No. 4) 2017, which signals the primary administrative actor responsible for producing coins to the specifications in the Schedule. The instrument’s text, however, does not itself include operational instructions for the Mint; it supplies the statutory specifications which the Mint and other relevant agencies will use.

Relevant affected parties implied by the instrument’s subject-matter and specifications include:

• The Royal Australian Mint (administrative and production responsibility). The determination sets the legally prescribed standard compositions, weights, dimensions and designs that the Mint will use when striking coins that fall within the Schedule items (s 5(2); s 6(2)). The instrument’s title and substance make those specifications the operative statutory standards the Mint will implement.

• The Currency Act’s legal framework and agencies that administer currency policy. Because the instrument operates by making the Act “have effect … as if” the Schedule included the listed items (s 5(2)), the statutory definition of coin specifications is altered and therefore regulators, financial institutions and others that rely on the Act’s Schedule must treat the listed items accordingly.

• Cash-handling industries and machine operators. The Schedule includes multiple coin types for identical denominations but with differing compositions and weights (for example, multiple 50 cent items with copper-nickel and a silver variant, and $1 items in copper-aluminium-nickel and silver). Entities that sort, count, validate or accept coins mechanically or electronically , banks, cash-in-transit firms, vending machine manufacturers, transit systems, arcade operators and coin-operated equipment providers , will be affected by the practical consequence that identical face-value coins may differ in mass, diameter and thickness (see Schedule 1, Part 1).

• Secondary markets and collectors. The Schedule includes bullion-finish coins with high fineness levels and explicit bullion inscriptions (for example, item 1: $100 at least 99.99% gold, 31.10 g; items with reverse legends including “1oz .9999 Au” or “1oz .999 Ag”), which are commonly produced and traded as coins with both legal-tender face value and intrinsic metal value. Dealers, numismatists, auction houses and investors will need to treat those coins according to both their statutory denomination and their precious-metal specifications.

• The public and financial institutions who must accept legal tender. By being incorporated into the statutory Schedule via s 5(2), the listed denominations and compositions become part of the legal framework for coinage under the Currency Act. The instrument itself does not set rules for acceptance in transactions, but the statutory inclusion alters the universe of coins recognised by the Act and therefore those who accept and process coins must account for the listed items.

• Designers, artists and suppliers involved in manufacture: Part 2 contains exacting textual prescriptions for obverse and reverse designs (e.g., O1, R1-R23), including detailed iconography and inscriptions. Anyone engaged in producing dies, coloured panels or detailed images must comply with the textually-prescribed designs if producing coins pursuant to this determination.

The instrument does not itself create or alter offences, fines or administrative penalties; it purely prescribes specifications (see sections 5-6). It also preserves other determinations already made for the same purposes (s 5(3); s 6(5)), so actors who are affected by prior determinations remain subject to those instruments in addition to the new items. The instrument therefore primarily affects decision-makers and implementers in minting, cash processing and markets for precious-metal coins by changing the set of statutory coin specifications they must use or recognise.

The determination creates specified statutory standards rather than discretionary duties or private rights in the usual contractual sense. Nevertheless, it assigns obligations in the form of prescriptive standards and confers the legal status that stems from being included in the Schedule of the Currency Act 1965.

• Ministerial exercise of power: The determination itself is exercised by the Minister for Small Business under the authority stated in section 3, namely paragraph 13(2)(b) and subsection 13A(1) of the Currency Act 1965. The instrument is the ministerial exercise of the statutory power to specify denominations, compositions, weights, designs and dimensions of coins.

• Obligation to treat specified items as part of the Currency Act Schedule: Section 5(2) makes the Act “have effect … as if” the Schedule to the Act included the denominations and standard compositions specified in Part 1 of Schedule 1. The effect is that the Act’s provisions that depend on the Schedule will apply to the listed items in the same way as any Schedule item. The determination thereby places a statutory obligation on relevant officials and entities to treat the listed denominations and compositions as within the Schedule.

• Duty to comply with prescribed physical and design tolerances: Section 6(2) prescribes that each item in the table in Part 1 of Schedule 1 specifies standard weight, allowable variation, design and dimensions for the coin. Implementers , principally the Royal Australian Mint , must therefore conform minted coins to the weights, allowable tolerances (for instance, item 1: $100 gold coin, 31.10 g + 0.50; item 2: 50c copper and nickel 15.55 ± 0.96), maximum diameters and thicknesses in millimetres, shape, edge, obverse and reverse design symbols (see Schedule 1, Part 1). Part 2 explains those symbols in textual detail.

• Right to produce different physical variants of the same denomination within the Schedule: Because the Schedule lists multiple entries for identical face values with different compositions and designs (for example, many 50c variants R2-R18 and a silver 50c at item 19; $1 entries in items 17, 21, 23, 24), the instrument creates the statutory permission or recognition for more than one physical version of a denomination to exist concurrently. That is, there is no single exclusive standard for a denomination where multiple items are listed; each listed item constitutes a standard composition and design recognised by the Act.

• Design specificity limits later variation absent further determination: The instrument uses detailed textual prescriptions in Part 2 for obverse and reverse designs (for example, O1 specifies that an obverse is “An effigy of Queen Elizabeth II” plus a list of legends including “ELIZABETH II”, “AUSTRALIA”, year numerals, IRB, and two dots). Implementers must adhere to these textual prescriptions for any coin minted under the relevant item, unless another determination or amendment modifies the Schedule. S 6(4) confirms Part 2 is the authoritative explanation of symbols used in Part 1.

• Preservation of other determinations: Sections 5(3) and 6(5) explicitly state that this instrument does not affect other provisions of determinations already made under paragraph 13(2)(b) or subsection 13A(1). This creates a duty to consider the current determination alongside other determinations, rather than to treat this determination as replacing or overriding them.

The instrument does not create enforcement mechanisms, offences or administrative penalties itself. It is a specification instrument; any duties to enforce compliance with its standards or to penalise non‑compliance would arise under the Currency Act 1965 or other relevant legislative provisions, which are not restated in this determination. The rights that arise are the statutory recognitions and consequential legal standing that attach to items included in the Schedule to the Act by operation of s 5(2).

The determination does not itself establish criminal offences, civil penalties, or an enforcement regime. It is exclusively a specification instrument made under the Currency Act 1965; sections 5 and 6 instruct that the Act is to be read as if the Schedule contained the listed denominations, standard compositions, and the listed weights, designs and dimensions (s 5(2); s 6(2)). The instrument contains no provisions describing penalties, inspections, seizure powers, administrative sanctions or procedures for contesting compliance. Sections 5(3) and 6(5) preserve other determinations but do not create enforcement mechanisms.

Consequently, any enforcement of compliance with the standards prescribed by this determination must rest upon the enforcement and penalty framework, if any, contained in the Currency Act 1965 or other laws that the Act operates with. The current instrument refers to the Act for authority (s 3) but does not reproduce or restate the Act’s enforcement provisions. Readers seeking the specific offence provisions, penalties or enforcement processes applicable to non‑conforming coin manufacture, distribution or counterfeiting must consult the Currency Act 1965 itself and any associated regulations or instruments dealing with offence or enforcement provisions; those provisions are not included within this determination.

Operationally, the instrument’s specification function means the following enforcement-related consequences arise, though the instrument does not itself describe enforcement processes:

• A coin produced to the specifications in Schedule 1 may be treated as a Schedule coin under the Currency Act because s 5(2) makes the Act have effect as if the Schedule included those entries. The recognition of a coin as a Schedule coin can be relevant to any offences or enforcement measures tied to statutory coins in the Currency Act.

• Conversely, coins produced that diverge materially from the standard compositions, weights, allowable variations, dimensions or design prescriptions in Schedule 1 would not conform to the standard set by this determination. Any legal consequences of producing, issuing or tendering non‑conforming coins would be determined by the Currency Act or by other laws (not by this determination itself).

• Administrative responsibility for ensuring that minted coins meet the specifications falls to the minting authority and any responsible officials; the determination supplies the standards those authorities must apply when minting coins to be recognised under the Act.

In short, the determination supplies the substantive technical standards; it does not supply the procedural, penal or enforcement framework. Those aspects remain within the Currency Act and any related legislative or regulatory instruments that are external to this determination.

This determination is expressly an instrument made under the Currency Act 1965 and operates by amending, effectively by insertion, the Schedule to that Act for the purposes referenced (s 3; s 5(1)-(2); s 6(1)-(2)). The instrument therefore interacts principally with the Currency Act 1965: it modifies the universe of statutory coin specifications that the Act recognises by making the Act “have effect … as if” the Schedule included the listed denominations and compositions (s 5(2)) and by specifying the standard weights, allowable variations, designs and dimensions (s 6(2)). That direct textual interaction is the instrument’s primary legal interface.

The determination also interacts with prior determinations made under the same statutory powers. Sections 5(3) and 6(5) make clear that this instrument does not affect other provision of a determination made for the same purposes. That means prior instruments under paragraph 13(2)(b) and subsection 13A(1) remain operative according to their terms, and the current determination coexists with them. The instrument therefore has a cumulative relationship with prior determinations: it supplements, rather than purports to revoke, other determinations (s 5(3); s 6(5)).

Beyond the Currency Act, the instrument does not expressly reference or amend other Acts, regulations or instruments. Any downstream legal interaction , for example, how banks, retailers, vending machine operators, or customs and excise agencies treat these coins , will depend on the relevant statutory or regulatory provisions in those areas and how those statutes reference the Currency Act Schedule. The determination itself does not assert how other laws must treat the prescribed coins; it merely supplies the statutory coin specifications that other laws may use or reference.

A few specific textual interactions within the instrument are important to note:

• Interpretation of circular concave dimensions: Section 6(3) provides a definitional rule for circular concave coins: “A reference in Part 1 of Schedule 1 to the maximum diameter or other dimension of a coin that is circular concave is a reference to the shortest diameter of the coin” (s 6(3)). That internal interpretive rule will interact with any technical or machine‑readable standard that relies on maximum diameter measurements for concave coins (for instance, to determine whether a coin fits a slot or is properly recognised by mechanical validators).

• Symbol decoding and design prescription: Section 6(4) makes the Part 2 table the authoritative explanation of symbols used in Part 1. Thus the interaction between the concise Part 1 rows and the detailed Part 2 legend is an internal cross‑reference mechanism; anyone interpreting a Part 1 entry must consult Part 2 for the full design content.

• Effects on coinage markets and other legal regimes: The Schedule includes bullion coins with high fineness inscriptions and specific weights and metal compositions (for example, “1oz .9999 Au” appears as part of reverse descriptions). These coins may be treated as both legal tender and as bullion by markets. The determination itself does not state how other legislative regimes (for example, taxation, customs classification, or securities/commodities regulation) should treat bullion coins; those legal interactions are governed by the respective statutes and administrative interpretations outside this instrument. The determination gives those other regimes a defined technical set of facts to work from (metal, weight, fineness inscriptions) but does not itself alter their substantive rules.

Overall, the determination’s legal interaction is narrow and specific: it augments the Currency Act Schedule with additional coin specifications and sets internal interpretive rules (s 6(3)-(4)), while preserving existing determinations (s 5(3); s 6(5)). Any broader legal effects flow from other statutes and administrative practices that reference or depend upon the Currency Act’s Schedule.

The instrument itself identifies as Currency (Royal Australian Mint) Determination (No. 4) 2017 and is dated 24 July 2017 (opening lines). Section 2 provides commencement detail: “This instrument commences on the day after it is registered” (s 2). Section 3 identifies the authority under which the instrument is made: paragraph 13(2)(b) and subsection 13A(1) of the Currency Act 1965 (s 3). Beyond these internal markers, the determination contains no textual history of amendments, repeal, or subsequent variation within the instrument itself.

Two internal preservation clauses are relevant to amendment sequencing and interaction with other determinations:

• Section 5(3) states: “This section does not affect any other provision of a determination made for the purposes of paragraph 13(2)(b) of the Act.” That is, the s 5 additions to the Schedule are intended to coexist with other determinations made under paragraph 13(2)(b); this instrument does not purport to revoke or supersede unspecified earlier determinations.

• Section 6(5) states: “This section does not affect any other provision of a determination made for the purposes of subsection 13A(1) of the Act.” Analogous to s 5(3), that provision preserves other determinations relevant to weights, designs and dimensions.

The practical upshot is that the 2017 instrument is an additive determination. It is presented as Determination No. 4 for 2017, which indicates numbering consistent with other determinations earlier in the year, but the instrument contains no express amendment or repeal of earlier determinations, and it does not itself record prior versions or a schedule of amendments. To establish a full amendment history a practitioner would need to consult the Currency Act 1965 Schedule as consolidated and any other determinations made under paragraph 13(2)(b) and subsection 13A(1) of the Currency Act, which are preserved by this instrument (s 5(3), s 6(5)). The present instrument does not indicate any further amendment, repeal or sunset clause; it simply establishes the listed specifications from its commencement date (s 2).

Because the instrument operates by making the Act “have effect … as if” the Schedule contained the listed items, any later amendment to the Schedule effected by further determinations or legislative amendment would require the same form of instrument or an Act amendment. The text does not itself prescribe a mechanism for future amendments beyond the ordinary power to make determinations under the Currency Act referred to in s 3. Practitioners needing a chronological chain of changes should therefore consult the register of determinations and the Currency Act 1965 as amended and consolidated in official legislative repositories.

The determination does not include or reference any litigation, judicial proceedings, or legal challenges. The instrument is a specification determination made under the Currency Act 1965 and contains only prescriptive entries as to denominations, metal compositions, weights, dimensions, shapes, edge styles and detailed obverse and reverse design descriptions (see Schedule 1, Part 1 and Part 2). There are no references to court decisions, proceedings or legal disputes in the text of the instrument.

Because this instrument is an administrative specification instrument, any litigation that might arise in practice , for example, disputes over whether particular minted coins comply with the weights, allowable variations, design or inscriptions described in Schedule 1 , would be conducted under the relevant statutory and common law frameworks external to the determination. The instrument does not itself provide an enforcement, remedial or adjudicative pathway; it supplies the technical standard that would be relevant evidence in any dispute. The absence of litigation history in the instrument means that, as of its text, there are no recorded cases or judicial interpretations of these particular entries within the instrument.

Practitioners wishing to identify whether any litigation has arisen concerning coins specified by this determination must consult court records or judicial databases for cases referencing the Currency Act 1965, the specific Schedule entries inserted by this instrument, or relevant coinage disputes that post‑date the instrument’s commencement. The instrument contains no pointers to such litigation.

This instrument contains several features that can produce operational friction or legal ambiguity if readers do not attend carefully to the text. The following are concrete “gotchas” directly grounded in the instrument’s wording and tables.

• Multiple co‑existing standards for a single face value. The Schedule explicitly lists multiple items for the same denomination with materially different compositions and weights. For example, the 50 cent denomination is listed in many entries with copper-nickel composition and standard weight 15.55 g ± 0.96 and also appears as a silver 50c of at least 99.9% silver with standard weight 18.24 g ± 0.50 (compare items 2-14 and 18 with item 19 in Schedule 1, Part 1). The $1 denomination likewise appears in at least four items showing copper-aluminium-nickel and 99.9% silver variants (items 17, 21, 23, 24). The practical consequence is that a face-value denomination need not have a single unique mass, diameter, thickness or composition; mechanically oriented systems that validate coins by weight or electromagnetics must be able to handle multiple legitimate variants for the same face value.

• Allowable variation notation differs. Some entries use “±” to indicate allowable variation (for example, item 2: 15.55 ± 0.96), while others use “+” without a corresponding negative bound (for example, item 1: 31.10 + 0.50; item 20: 15.55 + 0.10; items 21, 22, 24: 31.103 + 2.00). The table header describes the column as “Standard weight and allowable variation (g)”, but the differing notation could create interpretive questions. The instrument does not include a general interpretive rule explaining the use of “+” versus “±”; the practitioner must therefore apply the numbers as printed in the Schedule (Schedule 1, Part 1) and, if necessary, seek clarification from the issuing authority. The lack of a uniform tolerance notation may affect manufacturing QC and acceptance thresholds.

• Circular concave diameter definition. For coins marked S1 (shape “Circular concave”), s 6(3) states that references to maximum diameter or other dimension for circular concave coins are references to the shortest diameter. Where a coin is concave, the maximum diameter as commonly measured might differ depending on orientation; the instrument defines which measurement is authoritative (s 6(3)). Practically, measurement protocols must adopt the “shortest diameter” approach where S1 applies.

• Highly detailed reverse and obverse prescriptions. Part 2 contains very detailed textual prescriptions for obverse and reverse images that include multi‑element lists of textual legends, thin typographic details and colour panels (for example, R2-R12 describe specific coloured representations of various Ford model cars and zigzag panel colours; O1 and O2 set out precise obverse legends including “IRB” and “2 dots”) (Schedule 1, Part 2). Translating these textual prescriptions into dies, coloured inlays and production tolerances requires careful technical interpretation. The instrument provides no model artwork; implementers must ensure manufacturing outputs match the textual prescriptions precisely.

• Bullion inscriptions and interplay with intrinsic metal value. Some reverse design descriptions include explicit bullion inscriptions such as “1oz .9999 Au”, “1oz .999 Ag”, “1/2oz .9999 Au” (see R19-R21 etc.). Those inscriptions make clear that certain items are bullion-grade coins. The instrument does not predicate tax, customs or investment treatment of those coins; those treatments are governed by other laws. Practitioners should not assume that the inclusion of bullion inscriptions in the design affects non‑currency legal regimes , the instrument just records the inscriptions as part of the design.

• Preservation but not clarity of prior determinations. Sections 5(3) and 6(5) preserve other determinations but provide no consolidated view. A practitioner cannot rely on this instrument alone to know the full set of Schedule items; they must consolidate this determination with other determinations made under the Currency Act to establish the complete set of statutory coin specifications (s 5(3); s 6(5)).

• No enforcement or penalty provisions in the instrument. Because the instrument contains no penalty or enforcement clauses, it may be easy to overlook that compliance and sanctioning depend on the Currency Act 1965 and other applicable laws. Parties should not assume that the determination itself creates a complete compliance and enforcement regime; it supplies the technical standard only.

• Ambiguities in typographical text. Part 2 contains a long list of constellation names and other strings in R1 (for example, a sequence ending in “Northern Sky” and “1oz .9999 Au”) and a long list of car model identifications in R2-R13. Occasional typographical artifacts are present in the text provided (for example, stray quotation marks or a missing initial quote at “OPHIUCHUS” in R1 as printed). Users should check the official government register or the Royal Australian Mint’s design specifications for authoritative text where typographical accuracy is consequential.

These are not speculative concerns; each is directly traceable to wording and data entries in Schedule 1 and sections 5-6. Practitioners implementing minting, quality control, machine acceptance or market valuation functions should map each of these potential frictions into operational checks and confirmatory inquiries with the Mint or the responsible administrative body.

Compliance with this determination principally requires adhering to the detailed specifications set out in Schedule 1, Part 1 and consulting the symbol explanations in Part 2. The instrument itself sets out the legal mechanism for compliance and the specific technical elements to be met.

Steps for implementers and interested parties, grounded in the instrument’s text:

1. Treat the Schedule entries as statutory standards under the Currency Act. Section 5(2) makes the listed denominations and standard compositions part of the Schedule for the purposes of the Act; section 6(2) makes the table entries the source of standard weight, allowable variation, design and dimensions. Any coin to be recognised under the Schedule must therefore be produced to the specifications set out in Schedule 1, Part 1, interpreted with Part 2 explanations where design symbols are used (s 5(2); s 6(2)-(4)).

2. Use the Part 1 table as the primary production checklist. For each coin item, confirm the following attributes match the table entries: denomination, standard composition, standard weight and allowable variation (grams), maximum diameter or other dimension (mm), maximum thickness (mm), shape code (S1-S3), edge code (E1-E3), obverse code (O1-O2) and reverse code (R1-R23). The table is explicit: “Each item … specifies the standard composition, the standard weight, the allowable variation … the design and the dimensions of a coin” (Schedule 1, Part 1, clause 1).

3. Decode design symbols by consulting Part 2. Section 6(4) directs that each item of the table in Part 2 explains a symbol used in Part 1. Therefore, when producing dies or designs, read the symbol code in Part 1 and then implement the detailed design text in Part 2 verbatim. For example, an item with obverse symbol O1 must carry an effigy of Queen Elizabeth II plus the listed legends (O1, Schedule 1, Part 2).

4. Observe allowable variations and the circular concave measurement rule. Weights must fall within the allowable variations listed in the Part 1 column “Standard weight and allowable variation (g)”. For S1 circular concave coins, measure the diameter as the shortest diameter (s 6(3)). Where the tolerance is given with “+” rather than “±”, record and apply the printed tolerance exactly as given in the Schedule (Schedule 1, Part 1). If production tolerances or QC processes require clarification about “+” vs “±”, seek formal clarification from the issuing authority.

5. Ensure inscriptions and legends match the textual prescriptions. Part 2 lists precise inscriptions and legends that must appear on obverses and reverses (for example, O1 requires “ELIZABETH II”, “AUSTRALIA”, year numerals, Arabic numerals for denomination followed by “DOLLAR(S)”, “IRB”, and “2 dots”). Implementers must ensure typography, placement, and presence of those legends conform to the text in Part 2.

6. Account for multiple acceptable variants per denomination. Because the Schedule may list multiple items for the same denomination, establish product identification processes that use combination attributes (composition, weight, diameter, design code) rather than denomination alone. This is essential for quality control, packaging, labelling and for systems that accept coins by physical parameters.

7. Cross‑check against prior determinations. Sections 5(3) and 6(5) state that this determination does not affect other determinations made under the same statutory provisions. Practically, compliance requires consolidating this instrument’s entries with other relevant determinations to form a complete set of valid Schedule items. Check the government legislative instruments register for other Currency (Royal Australian Mint) Determinations and reconcile lists.

8. For bullion and precious-metal coins, treat fineness and inscriptions as binding features. The Schedule contains items specified as “At least 99.99% gold” or “At least 99.9% silver” and reverse inscriptions such as “1oz .9999 Au”. Where these inscriptions appear, production must verify metal fineness and mass to comply with the standard weight and composition. For example, item 1 ($100) lists “At least 99.99% gold” and standard weight 31.10 g + 0.50 (Schedule 1, Part 1). Ensure assay and mass verification processes are in place.

9. Maintain documentary and QC records demonstrating conformity. Because the instrument is a statutory specification, maintain certified production records, assays for precious metal content, die proofs, and weight/dimension logs to evidence compliance should questions arise. While the determination contains no enforcement clauses, adherence to the statutory specifications is the measure by which any compliance question would be judged.

10. Seek formal clarification when the instrument’s text is ambiguous for production processes. The instrument contains idiosyncrasies such as mixed tolerance notation (“+” vs “±”) and highly detailed textual descriptions that may require design interpretation. Use formal channels with the issuing authority (the Minister’s office or the Royal Australian Mint) for authoritative technical guidance and contemporaneous design artwork.

11. Consider downstream stakeholders. Banks, vending machine suppliers and retailers will need technical documentation to adapt cash handling equipment. Provide specification sheets listing the mass, diameter, thickness, electromagnetic signature (if available), and visual identifiers for each variant so that validators and automated systems can be configured for the full set of authorised variants.

12. Never assume enforcement or acceptance rules are contained in the determination. As the instrument contains no penalties or acceptance rules, consult the Currency Act 1965 and relevant financial regulations for legal obligations regarding accepting legal tender, counterfeit law application, or sanctioning non‑conforming coins.

Following the instrument literally , using the Part 1 table for measurable attributes, Part 2 for design texts, and s 6(3) for concave diameter measurement , is the route to compliance. Where the instrument leaves interpretive gaps, seek confirmation from the issuing administrative authority and consolidate this determination with other determinations under the Currency Act to obtain the complete set of statutory coin specifications.
