What it does
This Determination, titled the Currency (Perth Mint) Determination 2003 (No. 3) and made by the Parliamentary Secretary to the Treasurer (Ross Cameron) on 19 December 2003, operates as a technical specification instrument under the Currency Act 1965. The instrument: (a) inserts particular denominations and their standard metal compositions into the operation of the Currency Act 1965 by reference (see section 3); (b) specifies detailed physical characteristics for a set of Perth Mint coins , denomination, composition, standard weight and allowable variation, diameter, thickness, shape, edge, obverse and reverse design codes (see section 4 and Schedule 1 Part 1); and (c) declares that these specifications do not displace or affect any other Determination about coin specification (see section 5). The Determination commences on gazettal (section 2) and is formally named in section 1.
Mechanically, section 3 operates by telling the Currency Act 1965 to have effect "as if" the denominations listed in items 101-105 of Schedule 1 Part 1 were included in the Schedule to the Currency Act, and "as if" their standard compositions listed in column 3 of those items were specified opposite those denominations. Section 4 then performs the parallel role for the more detailed coin-level specifications required by subsection 13A(1) of the Currency Act by specifying the denomination, composition (columns 2-3), and the weight, allowable variation, dimensions and design (columns 4-6) for each listed coin. Schedule 1 contains the concrete data: five gold $4 pieces (items 101-105) of nominal 1/25 oz with not less than 99.99% gold, four silver $1 pieces and a 25-cent silver piece (items 106-109) with not less than 99.9% silver, together with precise weights, dimensional tolerances and design codes. Part 2 of Schedule 1 decodes the shorthand used for shape, edge, obverse and reverse design features (for example, S1 = circular, E1 = continuous milled, O32 = gilded effigy obverse). Section 5 preserves the primacy of other determinations, stating these specifications do not affect any other Determination of the specification of a coin.
