### 20 Land not to be transferred, &c., unless conditions of contract fulfilled > > (1)  The Minister shall not transfer or convey any Crown land until – > > > > > > (a) all moneys payable in respect of the sale thereof have been paid; or > > > > > > > (b) where the Minister agrees to take a mortgage for the moneys owing upon sale thereof, the documents relating thereto have been completed and handed over to the Minister; and > > > > > > > (c) all conditions to which the purchaser is subject under this Act and under the contract have been fulfilled. > > > (2)  The provisions of [subsection (1)](#GS20@Gs1@EN) do not apply to any transaction that consists of the exchange of lands and no financial adjustment is involved.
