##### 22 Vesting of powers in Board
(1) In pursuance of an agreement between the Government of the Commonwealth and the Government of the State, it is declared that the Board is to have all the powers and functions specified in this Act in relation to the Board.
(2) Subject to the Constitution, those powers and functions are by this subsection, and not otherwise, vested in the Board to the extent to which they are not in excess of the legislative power of the Commonwealth.
