113 When Court may hear application The Court must not hear the application unless the Court is satisfied: (a) the CEO is entitled to make the application under section 111; and (b) either: (i) the CEO has taken reasonable steps to obtain the consent of at least one of the parents of the child for the proposed assessment; or (ii) it is not practicable for the CEO to do so.
