10 References to factors and parameters from external sources

(a) a calculation required by this instrument, for a project for a reporting period, includes a factor or parameter; and

(b) the factor or parameter is defined in, or worked out by reference to a method in, another instrument or writing;

the project proponent for the project must, in undertaking the calculation for the reporting period, ascertain the factor or parameter by reference to the version of the instrument or writing in force at the end of the reporting period.

Subsection (1) does not apply if:
this instrument specifies otherwise; or
it is not possible to ascertain the factor or parameter by reference to that version of the instrument or writing.
If paragraph (2)(b) applies, the proponent must:
ascertain the factor or parameter by reference to an earlier version of the instrument or writing; or
make a conservative estimate of the factor or parameter by reference to the following, as applicable:
any applicable measurement or estimation approaches or requirements in the NGER (Measurement) Determination;
any relevant historical data for the project, or other project data that the proponent considers relevant;
any other matters that the proponent considers relevant.
