What it does
This instrument is a Schedule of charges that specifies four discrete charges APRA will recover from two named recipients, for services delivered during the 2020-21 financial year. Mechanically the Schedule (a table with four rows) does three things: it identifies the service for which a charge is imposed, it fixes the dollar amount of each charge, and it names the person required to pay each charge together with the timing for payment. Two charges are for the provision, during 2020-21, of statistical information to named recipients: one line for provision to the Australian Bureau of Statistics (ABS) and one for provision to the Reserve Bank of Australia (RBA). Two further charges recover the development cost of the EFS collection system during 2020-21, allocated separately to the ABS and the RBA.
The Schedule sets specific amounts. For the provision of statistical information the amounts are $184,846 payable by the ABS and $292,190 payable by the RBA. For EFS collection system development costs the amounts are $29,801 payable by the ABS and $37,928 payable by the RBA. The timing rule for all four items is identical: payment is due 28 days after receipt of APRA’s invoice for the charge. The Schedule also contains two attachments which enumerate the exact statistical forms provided to the ABS and to the RBA during 2020-21. Attachment 1 lists the forms supplied to the ABS, Attachment 2 lists the forms supplied to the RBA.
The instrument is narrowly framed to the 2020-21 financial year. It does not, within its text, expand the payment terms beyond the 28-day invoice rule, nor does it state an ongoing or standing entitlement to charge for other years. Nor does it set out enforcement mechanisms, dispute-resolution procedures, or a method for apportioning charges beyond the four fixed entries and their associated attachments. The Schedule therefore operates as a retrospective or contemporaneous cost‑allocation for that financial year, converting the specified data provision and system development activities into fixed amounts payable by the two named public agencies, payable within the stated invoice window.
