Why it was cancelled: The safety requirements have been taken over by a European directive (EASA AD 2010-0005) issued on 7 January 2010. Under Australian civil aviation regulations (specifically CASR Part 39.001A), airworthiness directives issued by the State of Design (in this case, the European Union) are automatically recognized in Australia. Therefore, the old Australia-specific rule was redundant and has been removed to avoid duplication.
