What it does
This Airworthiness Directive (AD), labelled AD/SEATS/28 Amendment 1 (9/2008), requires replacement of specific Aviointeriors passenger seat backrests and prohibits installation of the affected backrests after the amendment’s effective date. Mechanically, it mandates operators to replace backrest part numbers (P/N) 313033000000 and 313033100000 on Aviointeriors passenger seat assemblies P/N 12M( )( )-( )( )( )( )( )( ) in accordance with Aviointeriors Service Bulletin (SB) 12M/F68-06. The AD also creates a limited operational exception permitting an aircraft to be dispatched with an affected seat remaining installed only if (a) the seat is placarded “Do not occupy” and measures are taken to keep it unoccupied, (b) the seat does not block any emergency exit, and (c) the seat does not restrict any passenger’s access to the main aisle (Requirement 3).
The AD sets precise compliance deadlines. Replacement must be done before the accumulation of 13 000 total flight cycles (FC) since the seat’s first installation on an aircraft, but no later than 31 January 2009, whichever occurs first. If, at the AD’s effective date, seats have already exceeded that FC threshold, the AD requires replacement within 500 FC after the effective date or no later than 31 January 2009, whichever occurs first (Compliance). The amendment becomes effective on 28 August 2008 (this Amendment becomes effective on 28 August 2008). The AD refers operators to Aviointeriors SB 12M/F68-06 Section 1.A for the list of affected seats and to Aviointeriors SB 12M/F68-01 Revision 1 for the marking convention where seats can be “unmarked or marked with ‘O’” (Applicability; Requirement).
The stated safety rationale is that failures of seat backrest recline actuator metal fittings with tool marks have been reported, and that failure during an emergency landing could cause injury to passengers or crew. The background further says the original AD (effective 15 February 2007) has been amended because Aviointeriors identified a life limitation for backrests that do not have tool marks, so the amendment mandates replacement of those backrests before they reach the life threshold (Background). The AD explicitly cross-references EASA AD 2008-0135 (Requirement note).
