What it does
This Airworthiness Directive (AD), titled AD/S-PUMA/44 Rescue Hoist 13/2002 DM, issued by a delegate of the Civil Aviation Safety Authority (CASA) under subregulation 39.1(1) of the Civil Aviation Regulations 1998, imposes a mandatory, one-time inspection requirement on specified Eurocopter AS 332 (Super Puma) helicopters. The AD's operative components are concentrated and procedural: it identifies affected aircraft by model and installed equipment, prescribes the inspection action to be taken, prescribes the standard to be followed for that inspection (a manufacturer-issued advisory bulletin), and fixes when the inspection must be completed.
Mechanically, the AD does the following, as stated in the instrument:
- Applicability: It applies to "Model AS 332 helicopters equipped with a Breeze Eastern Aerospace rescue hoist series BL-16600, excluding BL-16600-160." That language narrows the scope to AS 332 airframes with those specific hoist models and expressly excludes one subtype of that hoist series.
- Requirement: It requires operators to "Perform a one-time inspection of the rescue hoist mounting bracket in accordance with Breeze Eastern Customer Aerospace Advisory Bulletin CAB-100-56, dated 11 November 1997." The AD therefore makes the manufacturer’s advisory bulletin the inspection standard.
- Compliance timing: The inspection must be completed "Before the next usage of the rescue hoist after 6 November 2002, unless already accomplished." This ties the compliance trigger to operational use rather than to a calendar deadline, while also anchoring the AD’s effective point to 6 November 2002.
- Effective and notified dates: The AD "becomes effective on 6 November 2002" and was "notified in the Commonwealth of Australia Gazette on 6 November 2002."
