What it does
This instrument, titled AD/ROBIN/39 and effective 5 December 2007 (signed 29 November 2007 by David Punshon, Delegate of the Civil Aviation Safety Authority), requires owners/operators of specified Robin Aviation series aeroplanes to determine whether a set of New Zealand Civil Aviation Authority (CAA (NZ)) Airworthiness Directives (ADs) listed in Table 1 apply to their aircraft, and, where an applicable CAA (NZ) AD has not been previously accomplished, to perform the actions required by that CAA (NZ) AD. The AD expressly makes two steps mandatory: (1) determine applicability of the CAA (NZ) ADs listed in Table 1; and (2) if a listed CAA (NZ) AD is applicable and has not already been complied with, perform the action(s) required by that CAA (NZ) AD (Requirement paragraphs 1 and 2). The AD gives an express compliance window: for Requirements 1 and 2, compliance must occur within 30 days after the effective date of this AD or prior to the issue of a Certificate of Airworthiness, whichever occurs first (Compliance paragraph). The AD becomes effective on 5 December 2007 (final paragraph under compliance).
The AD recognises equivalence between certain NZ CAA ADs and French DGAC ADs: Note 1 states that if the equivalent DGAC AD is reflected in the aircraft log books as having been complied with, then no further action is required for the equivalent NZ CAA AD. Table 1 lists 20 NZ CAA ADs by number and effective date and, where relevant, the equivalent DGAC AD and a short title (for example DCA/R2000/1; effective 29 June 2006; equivalent DGAC F-1974-052; title Aft Fuselage Side Cover Plates).
The background statement identifies Alpha Aviation Design Ltd of Hamilton, New Zealand, as the Type Certificate holder for the models covered by the applicability paragraph and records CASA’s review of the NZ CAA ADs listed in Table 1. CASA’s stated observation is that the listed ADs require either one-time actions where the compliance date or period has passed, or recurring inspections/actions until a terminating action is applied and the compliance date for that terminating action has passed. The AD explicitly recognises that not all ADs in Table 1 will be applicable to all models depending on manufacture date, configuration or modification status (Background paragraphs).
