What it does
This instrument is an Airworthiness Directive amendment issued by the Civil Aviation Safety Authority, labelled AD/RAD/81 Amdt 1 and dated 4/2005. Mechanically, it expands the applicability of an earlier directive and imposes a compulsory software upgrade obligation on certain Garmin Mode S transponders fitted to a broad list of aeroplane types. The affected units are Garmin International Inc. GTX 33, GTX 33D, GTX 330 and GTX 330D Mode S transponders. The directive requires transponders with software versions 3.00, 3.01, 3.02, 3.04 or 3.05 to have their software upgraded to at least version 3.06 in accordance with Garmin Mandatory Software Service Bulletin No. 0409 dated 19 July 2004. The directive states that transponders with software version 3.03 already installed require no further action, while also recording that version 3.03 is no longer available from Garmin (Note 2).
The AD sets a compliance deadline: the upgrade must be completed before 30 September 2005. The amendment is effective from 14 April 2005 and is signed by James Coyne as Delegate of CASA on 2 March 2005. The document cross-refers to FAA AD 2005-01-19 Amdt 39-13944. Background text in the directive explains the safety deficiency being addressed: the GTX 330/330D could detect the S1 suppression interrogating pulse below the Minimum Trigger Level and in some circumstances not reply, contrary to intended behaviour. The amendment states Garmin advised the FAA that software versions 3.04 and 3.05 inadvertently removed the prior correction for S1 suppression below the Minimum Trigger Level. The directive therefore requires installation of software version 3.06 to avoid inaccurate replies that could result in reduced vertical separation or unsafe TCAS resolution advisories.
Mechanically, then, the directive does three things: (1) it extends the earlier directive to include GTX 33 and GTX 33D transponders; (2) it mandates the installation of software version 3.06 for specified versions; and (3) it fixes a compliance timeline and links the mandated action to Garmin’s Mandatory Software Service Bulletin No. 0409. The instrument also provides a long list of aeroplane manufacturers and model types to which the transponder installations may apply, thereby identifying the population of aircraft the directive is intended to reach.
