What it does
This Airworthiness Directive (AD), issued by the Civil Aviation Safety Authority delegate on 28 November 2008 and effective 15 January 2009, mandates specific hardware changes and an installation kit for Hawker Beechcraft Corporation (HBC) Model 390 aeroplanes, serial numbers RB-4 through RB-224. The AD requires two discrete remedial actions. First, removal of the current preformed packing (part number MS28778-6), elbow fitting (P/N MS21908J6) and jam nut (P/N AN924-6J) from both left and right hydraulic pump pressure output ports and installation of a preformed packing (P/N MS28778-6), union (P/N MS21902J6) and swivel fitting (P/N NAS1762J0606) in those output ports, performed in accordance with Hawker Beechcraft Mandatory Service Bulletin SB 29-3869 dated January 2008 or a later FAA approved revision. Second, installation of a hydraulic pump case drain check valve Kit No. 390-5803-0001 in accordance with Hawker Beechcraft Mandatory Service Bulletin SB 29-3851 dated January 2008 or a later FAA approved revision. The AD lists a compliance window: within the next 200 hours time‑in‑service (TIS) after the AD’s effective date or within the next six months after the effective date, whichever occurs first.
The directive is framed as a safety corrective measure prompted by occurrences of hydraulic fluid leaks at the engine hydraulic pump output fitting resulting from improperly installed elbow fittings; the AD explicitly states the corrective purpose is to prevent hydraulic fluid leaking from the left and right hydraulic fluid pumps and prevent hydraulic fluid entering the engine compartment. The background section links the hazard chain: loss of hydraulic fluid can cause loss of hydraulic system pressure and loss of functions such as gear extension/retraction, spoilers, and anti‑skid braking system actuation, and an inability to isolate hydraulic flow could allow hazardous quantities of flammable fluid into an engine compartment, potentially causing fire. The AD includes a note pointing to FAA AD 2008‑23‑13 Amdt 39‑15734 dated 5 November 2008.
