What it does
Mechanically, this instrument is an Airworthiness Directive (AD) that mandates a one‑time non‑destructive inspection of the propeller hub mounting bolt holes on specific Hartzell variable pitch propeller models, and requires removal of the hub from service if any crack is found. The compulsory inspection is an eddy current inspection to be carried out in accordance with Hartzell Service Bulletin HC‑SB‑61‑295, Revision 2, dated 1 August 2007. The AD sets two alternative compliance windows for the single inspection depending on the propeller hub Time In Service (TIS) band. If a crack is detected, the AD requires replacement of the propeller hub before further flight. These requirements are presented in the instrument as "Requirement 1" (inspection) and "Requirement 2" (replace if cracked), and the compliance timing for Requirement 1 is set out under "Compliance: For Requirement 1" in the AD.
The AD identifies the specific models in scope: Hartzell Propeller Inc. models HC‑E5N‑3( ), HC‑E5N‑3( )(L) and HC‑E5B‑5( ). It then limits applicability to particular installation contexts and serial number ranges: HC‑E5N‑3( ) and HC‑E5N‑3( )(L) propellers installed on, but not limited to, Piaggio P‑180 Avanti aeroplanes, with propeller serial numbers up to and including HF229 or KU92, excluding a list of serial numbers set out in Table 1. HC‑E5B‑5( ) propellers are identified as installed on Grumman S‑2 Tracker aeroplanes with propeller SNs up to and including HN14. The AD became effective on 31 July 2008 and explicitly references FAA AD 2007‑24‑14 Amdt 39‑15280 dated 21 November 2007 as a related document.
The stated factual background in the AD is that a five‑bladed propeller hub with a large crack on the mounting flange was discovered, and that the hubs at risk fall into two populations: (1) hubs with unknown hours, or with between 1,800 and 4,500 hours TIS; and (2) all other hubs with fewer than 1,800 or more than 4,500 hours TIS. The AD therefore prescribes different inspection timing options for those two populations. The instrument names the Civil Aviation Safety Authority delegate James Coyne as the issuer and records the date 13 June 2008.
