What it does
This instrument is an Airworthiness Directive (AD) amendment (AD/PHOF/2 Amdt 3) that mandates inspections and remedial actions for a specific Hoffmann propeller model. It applies to "Hoffmann Propeller Model HO-V343K" (Applicability). The AD requires operators and maintenance organisations to use the information contained in the applicable Operations and Maintenance Manual and two specific manufacturer documents, namely Service Bulletin 61-10-03 SB E 15B dated 13 July 2004 (or later LBA/EASA approved revisions) and Service Instruction 61-10-05 SI E 4D dated 16 March 2005 (or later LBA/EASA approved revisions), as the procedural source for the required work (Requirement preamble).
The AD prescribes five discrete tasks, expressed in the Requirement section. Those are, verbatim:
- Carry out an examination of the propeller blade shake.
- Carry out an examination of the blade retention nut preload torque.
- Carry out an Ultrasonic Inspection of the propeller hub.
- Carry out an Eddy Current Inspection of the propeller hub, if the ultrasonic inspection shows any signs of damage.
- Exchange or repair the propeller if any blade shake or signs of cracks or damage of the propeller hub outside serviceable limits have been detected during the inspection.
The Compliance section sets both immediate and scheduled timing obligations. It requires a pre-flight inspection at each pre-flight following the effective date, an initial inspection "prior to the next flight following the effective date," subsequent checks within specified flight-hour windows (50 flight hours ±5 and 100 flight hours ±10) and then repetitive inspections "at the inspection intervals not to exceed 100 flight hours." Additional conditional timing rules apply for loss of preload torque and for hubs with greater than 500 flight hours TSN on the effective date (these require earlier ultrasonic/eddy current inspections and repetitive 100 flight hour intervals thereafter). Where a required inspection reveals defects that breach serviceable limits the AD mandates corrective action "before further flight" (Compliance cross-references to Requirement items 3-5).
