What it does
This instrument is an airworthiness directive titled AD/LYC/105 Amendment 2, dated 3/2013, issued by the Civil Aviation Safety Authority (CASA) and concerning oil filter converter plate gaskets fitted to specified Lycoming piston engines. Mechanically, it requires inspection of engines within a defined applicability group for two specific fault indicators: evidence of an oil leak from the oil filter converter plate gasket, and evidence that the gasket is extruding beyond the perimeter of the plate. If either condition is present, the directive requires rectification by replacement of the gasket in accordance with Textron Lycoming Mandatory Service Bulletin (MSB) No. 543A or Part II of Supplement 1 to that MSB (Requirement).
The directive also requires replacement of the Part Number LW-13388 oil filter converter plate gasket in accordance with MSB 543A; it sets timing for initial inspection and for ongoing replacement intervals where the terminating action of Supplement 1 has not yet been completed. Inspection timing depends on when the engine last had the gasket replaced: engines with more than 50 hours since replacement must be inspected within 5 hours time in service from 20 September 2000, otherwise within 10 hours time in service from 20 September 2000. Rectification of any identified problem is mandated before further flight (Compliance). Where the gasket is replaced as per MSB 543A, the directive requires compliance within 50 hours time in service from 20 September 2000 and thereafter replacement at intervals not to exceed 55 hours time in service, until compliance with Part II or Part III of Supplement 1 to MSB 543A (Compliance).
The applicability is limited to Lycoming piston engines listed by model in Textron Lycoming MSB No. 543A which either were released new, rebuilt or overhauled by Textron Lycoming between 1 April 1999 and 4 October 2000, or have had an oil filter converter plate P/N LW-13904 and/or the oil filter converter plate gasket P/N LW-13388 installed at overhaul or in service since 1 April 1999. The directive explicitly excludes engines fitted with a canister style oil filter (Applicability, Note 1). The amendment records an administrative change which updates the FAA Airworthiness Directive reference from AD 2000-18-53 to the superseding FAA AD 2002-12-07, described as formally introducing terminating actions and AMOC for the USA (Background). The instrument states that the amendment becomes effective on 15 February 2013 and is signed by Mike Higgins, Delegate of CASA, dated 5 February 2013.
