What it does
This instrument is an airworthiness directive (AD) issued by the Civil Aviation Safety Authority (CASA) addressing an identified error in the Aeroplane Operating Manual for the Aerospatiale (Gardan) GY 80 series aeroplanes. Mechanically, the AD does three things.
First, it forbids the use of the specific unit conversion scales printed on the Lycoming O-360-A engine fuel consumption curve located at Chapter III Page 23 of the GY 80 English Language Operating Manual dated 1 January 1966 (Requirement 1). The AD states that those conversion scales are incorrect and expressly prohibits their use.
Second, the AD supplies replacement conversion data to be used as reference: specific conversion coefficients and conversion tables for US gallons, Imperial gallons and litres (Requirement 2(a) and 2(b)). The coefficients are given precisely in the text: for example, "1 US Gallon = 0.8326738 Imperial Gallon = 3.785412 Litre" and reciprocals such as "1 Litre = 0.2641721 US Gallon = 0.2199692 Imperial Gallon" (Requirement 2(a)). The AD includes tabulated conversion values across a range of volumes in the manual , several example rows are supplied in the AD text.
Third, the AD directs operators to insert a copy of the AD into the GY 80 Operating Manual facing Page 23 of Chapter III (Requirement 3). The AD also states that the requirements may be "accomplished and certified by a pilot holding an endorsement for the aircraft", explicitly allowing a suitably endorsed pilot to perform and certify the amendment (paragraph following Requirement 3).
The AD sets compliance timing as "Before further flight after the effective date of this AD, unless previously accomplished" (Compliance). It identifies the effective date as 18 November 2008, and bears the signature of James Coyne, Delegate of CASA, dated 14 November 2008. The AD explicitly notes that the type certificate for the GY 80 has been surrendered ("orphan" aircraft) and therefore the Operating Manual will not be revised by any type certificate holder (Note 1). It also references EASA Emergency AD 2008-0200-E dated 13 November 2008 (Note 2). The background section states a mistake was found in the 1966 manual’s conversion scales and that the mistake "may have been the cause of an accident", motivating the AD.
