What it does
This Civil Aviation Safety Authority (CASA) Airworthiness Directive (AD/F2000/14, dated 6/2006) directs that specified French Direction Générale de l’Aviation Civile (DGAC) State of Design airworthiness directives (ADs) be checked for applicability to Australian-registered Dassault Falcon 2000 and 2000EX aeroplanes, and where applicable and not already accomplished, be complied with. The Directive sets out two operative requirements: Requirement 1 is to "Determine the applicability of the French Direction Générale de l’Aviation Civile (DGAC) Airworthiness Directives (AD) listed in Table 1" and Requirement 2 is that "If it is determined that a DGAC AD is applicable and has not been previously accomplished, perform the actions required by that AD" (Requirements 1 and 2, Table 1). Table 1 lists five DGAC ADs by number, effective date and title: 97-185-003(B)R1 (Water Heater Overheat), 1999-267-010(B) (Passenger Oxygen Masks), 2003-084(B) R1 (Fire Protection), 2003-409(B) (Navigation - Hybridated GPIRS Speed) and F-2005-025 (Indicating Recording Systems - NIC (Honeywell EPIC Network Interface Controllers) Timing Issues) (Table 1). The Directive specifies a compliance window: "For Requirements 1 and 2 - Within 30 days after the effective date of this Directive" and states the Directive "becomes effective on 8 June 2006" (Compliance; Effective date). The document includes a link to the DGAC ADs (http://www.gsac.fr/php/P_ConsignesNav.php) and is signed by James Coyne, Delegate of CASA, dated 19 April 2006 (signature block).
Mechanically, the instrument imports State of Design ADs by identification and requires Australian operators/maintainers to determine applicability and, where necessary, take the one-time corrective or modification actions set out in the listed DGAC ADs within the 30-day compliance window after 8 June 2006. The Directive specifies affected aeroplanes as "Falcon 2000 and 2000EX aeroplanes" (Applicability). The background explains why CASA issued the Directive: the DGAC ADs in Table 1 require one‑time actions whose original compliance dates or periods had already passed, and CASA "has determined that these ADs may be applicable to recently registered Australian aircraft. This Directive is issued to ensure all State of Design ADs are complied with" (Background). The Directive therefore functionally operates as a retroactive capture of State of Design one-time ADs for Australian-registered Falcon 2000 series aeroplanes, obliging a contemporaneous determination and remedial action where needed.
