Plain English Summary

This Directive orders operators of Fokker F28 Mk 100 (F100) aircraft fitted under STC ST01004NY with cargo restraint straps P/N 1519-MCIDS to revise the Aircraft Flight Manual and Weight & Balance Manual. It forbids using that STC as the sole method to secure TSO C90c/NAS3610 pallets, allows the straps only as supplemental restraints within their 5,000 lb rated load, and must be complied with within 14 days after 1 December 2004. The AD is issued by the CASA delegate under CASR 1998 s.39.1(1) to correct an unsafe condition.
