What it does
This instrument is an Airworthiness Directive (AD) captioned AD/ERJ-170/17 and dated 11/2008 that mandates an alteration to the maintenance plan for specified Embraer ERJ‑170 series aeroplanes. The AD applies to the listed ERJ 170 variants: ERJ 170‑100 STD, ERJ 170‑100 LR, ERJ 170‑100 SU, ERJ 170‑100 SE, ERJ 170‑200 STD, ERJ 170‑200 LR and ERJ 170‑200 SU (Applicability). The core operative requirements are twofold (Requirement): first, to include three specific maintenance tasks, identified as Nos. 27‑11‑03‑003, 27‑41‑01‑005 and 27‑81‑01‑002; second, to revise the interval of two existing tasks, Nos. 27‑11‑00‑002 and 27‑11‑11‑001, in accordance with Temporary Revision No. 1‑3 to the Manufacturer’s Maintenance Review Board Report (MRBR), dated 15 December 2004.
The AD prescribes compliance timing: the maintenance‑plan alteration must be accomplished within the next 30 calendar days after the effective date of the AD unless already done (Compliance). The AD becomes effective on 23 October 2008 (Compliance). The AD sets out an Alternative Means of Compliance: adoption of revision 2 to the MRBR for the Embraer ERJ 170 aircraft, or later ANAC‑approved revisions, is considered as an alternate means of compliance (Requirement: Alternative Means of Compliance). The AD also includes a postponement provision: where a maintenance action derived from the alteration would otherwise be required in less than 700 flight hours after 20 April 2005, that action may be postponed and accomplished within the next 700 flight hours after 20 April 2005 (Requirement).
The AD is issued against a stated safety assessment background. A post‑type‑certification review of the aileron and flap/slat flight controls safety assessment found certain assumptions about dormant faults did not literally comply with applicable safety assessment criteria; persistence of those dormant faults combined with other evident faults could significantly reduce safety margins (Background). The AD also records that a new horizontal stabilizer actuator has been incorporated into the ERJ‑170 fleet, creating a need for new specific maintenance tasks (Background). The instrument is signed by James Coyne, Delegate of the Civil Aviation Safety Authority, and dated 25 August 2008.
