What it does
This Airworthiness Directive (AD/EMB-145/9, dated 8/2008) requires a physical modification to the ventral fuel-tank refuelling installation on a specific sub-set of Embraer EMB-145XR aeroplanes. The mandatory action is the installation of a bonding jumper between the pilot valve line tube and the pressure refuelling system tube, carried out after removing ventral fuel tank access panel 196FR, performed in accordance with Embraer Service Bulletin 145-28-0026 (original issue) or later revisions approved by the Brazilian Agência Nacional de Aviação Civil (ANAC). The AD is applicable only to the serial numbers listed in Table 1 of the directive (see the AD text under "Applicability" and Table 1). The AD became effective on 31 July 2008 and was issued by the Civil Aviation Safety Authority (CASA), signed by James Coyne, Delegate of CASA (16 June 2008).
The directive states its safety rationale: the ANAC advised that the refuelling line inside the ventral fuel tank on the EMB-145XR "is not protected in accordance with SFAR-88 requirements," and the AD "corrects that anomaly by the installation of a bonding jumper" (Background). Compliance windows are defined in flight-hours terms: within the next 10,000 hours time in service (TIS) for aircraft that had less than 5,000 hours TIS after 4 January 2007, or within the next 5,000 hours TIS for aircraft that had more than 5,000 hours TIS after that date (Compliance). The AD is expressly subject to the Embraer Service Bulletin as the procedural standard and to ANAC approval for any revisions to that bulletin (Requirement).
This section summarises the mechanical change mandated: fit a bonding jumper linking the pilot valve line tube and the pressure refuelling system tube, accessed via removal of panel 196FR, following the Embraer service procedure. The AD is limited in scope to the listed serial numbers and time-in-service compliance windows anchored to ANAC AD 2006-12-01 (the AD text notes "ANAC AD 2006-12-01 refers" and identifies 4 January 2007 as the effective date of that ANAC AD).
