What it does
This Airworthiness Directive (AD/EMB-145/2) requires the replacement of metallic tubes (conduits) that enclose the vent and pilot valve electrical wiring inside the left and right wing fuel tanks of Embraer EMB-145 series aeroplanes with non-conductive Teflon hoses. The AD specifies the acceptable replacement part numbers as P/N AE717816-03, AE717816-04 or AE717816-05, "as applicable" (Requirement). The work must be performed in accordance with the detailed instructions and procedures in Embraer Service Bulletin SB 145-28-0023 Rev. 04, or SB145LEG-28-0018 Rev. 01 for the Legacy executive variant, or "further revisions approved by the Brazilian Agência Nacional de Aviação Civil (ANAC)" (Requirement). The AD is explicit that the replacement is required "unless already accomplished" (Requirement).
The compliance window is numerical and time-based: operators must accomplish the replacement within the next 5,000 hours time in service or 4 calendar years, whichever occurs first, measured from 28 June 2006 (Compliance). The AD records an effective date of 23 June 2008 (Compliance). The regulatory rationale is stated in the Background: ANAC identified a possibility that internal contact between the vent and pilot valve wires and the metallic tubes could generate sparks, creating a possible ignition source in the vicinity of the fuel tanks (Background). The AD therefore prescribes the replacement to remove that potential ignition pathway (Background).
The document includes two technical notes: Note 1 clarifies the "145LEG" series service bulletin applies only to Legacy executive jets; Note 2 cross-refers to ANAC AD 2006-06-02 (Requirement / Notes). The AD is issued under the authority of the Civil Aviation Safety Authority, signed by James Coyne, Delegate of CASA, dated 16 June 2008 (signature block). Mechanically, the instrument changes a maintenance/installation requirement for the affected aircraft by mandating a component replacement (metallic conduit to Teflon hose) carried out to specified SB instructions and parts, within a defined compliance period and subject to ANAC-approved revisions of the service instructions.
