What it does
This Airworthiness Directive, AD/DHC-8/134 Fuel System Safety (3/2008 DM), mandates that operators of Bombardier DHC-8-100, -200 and -300 series aeroplanes incorporate specific Critical Design Configuration Control Limitations (CDCCL) items into their maintenance documentation and highlight those items in operational procedures and related documentation. The Directive applies to Model DHC-8-102, DHC-8-103, DHC-8-106, DHC-8-201, DHC-8-202, DHC-8-301, DHC-8-311, DHC-8-314 and DHC-8-315 aircraft, all serial numbers. Its operative requirements are twofold: first, amend each operator’s copy of the applicable aircraft model Maintenance Program Manual to incorporate the CDCCL items introduced in Part 2 “Airworthiness Limitations List” of the specified Temporary Revisions (TR); second, amend any DHC-8 related procedures or documentation to highlight the existence of those CDCCL items and the necessary requirements to maintain their design features (Requirement, a and b). The Directive specifies which TRs to incorporate: TR AWL-98 for DHC-8-100 series (PSM 1-8-7), TR AWL 2-35 for DHC-8-200 series (PSM 1-82-7) and TR AWL 3-103 for DHC-8-300 series (PSM 1-83-7) (Requirement, a(i)-(iii)).
The Directive sets a compliance deadline of within 60 days after its effective date, and states that the AD becomes effective on 31 January 2008 (Compliance). Two notes qualify the mandate: Note 1 permits removal of the mandated AWL TRs from the applicable Maintenance Program Manual when those TRs are superseded by a further TR or later revision to the applicable manual; Note 2 records a reference to Transport Canada AD CF-2008-03 (Requirement, Notes). The Background section records Bombardier’s system safety review of the fuel system against Chapter 525 of the Airworthiness Manual via NPA 2002-043, an assessment using Transport Canada Policy Letter No. 525-001, and an explicit safety rationale: introduction of CDCCL items is necessary to preserve critical fuel tank system ignition source prevention features during configuration changes and maintenance, because failure to preserve those features could result in a fuel tank explosion (Background). The Directive is signed by the Civil Aviation Safety Authority delegate and dated 16 January 2008.
