What it does
This instrument is Amendment 1 to Airworthiness Directive AD/DAUPHIN/63, issued by the Civil Aviation Safety Authority (CASA) and dated in the document as 6/2006, with the amendment effective on 8 June 2006 (signed 20 April 2006 by Richard Castles). The directive imposes mandatory airworthiness actions on a narrow set of Eurocopter Dauphin helicopters to address a vibration problem in the tail rotor control area.
Mechanically, the directive requires installation of a tuning weight on each tail rotor blade in accordance with Eurocopter AS 365 N Alert Service Bulletin (ASB) No. 64.00.23.2, followed by the accomplishment of paragraph 2.C of Eurocopter ASB No. 64.00.23 Revision 1 (Requirement). For applicability the instrument identifies specific airframe modification and parts status: it applies to Model AS 365 N3 helicopters equipped with a quiet fenestron tail rotor after incorporation of Modification 0764B39 and before incorporation of Modification 0764B48, and only where the tail rotor hub is part number 365A33-3500-02 or -03 and blade attachment bushes are part number 365A33-3530-20 (Applicability). The directive also prescribes actions to be taken before installing blade attachment bushes and tail rotor hubs held as spares: replacement of blade attachment bushes in accordance with paragraph 2.B.5 of the ASB Rev 1 and modification and re-identification of the tail rotor hubs per paragraphs 2.B.2 and 2.C (Requirement, Note 1).
The compliance timing is split. For Requirement 1, the document states, “Unless already accomplished, before 30 April 2003.” A second compliance trigger requires the work at the next removal of the tail rotor hub, and no later than 31 December 2006. The amendment explicitly states that “The compliance time for Requirement 1 remains unchanged by this issue of the Directive” (Compliance). The background section sets out the safety rationale as an increase in vibration felt by crews in the pedal units during level flight at high speed, and states that tuning weights are installed to eliminate vibration and preclude any risk of failure at the pitch control of each blade. Amendment 1 is stated to be issued in response to an EASA AD, revising the Requirement document (Background; Note 2 refers to EASA AD 2006-0078).
