What it does
This airworthiness directive (AD/CON/84 Amdt 3) imposes mandatory inspection, replacement and installation actions on owners and operators of aircraft fitted with Teledyne Continental Motors (TCM) GTSIO-520 series reciprocating piston engines. The directive is issued by the Civil Aviation Safety Authority (CASA) as an amendment to a pre-existing AD that has been revised twice before. It is effective from 10 May 2007.
Mechanically, the AD requires five distinct actions, all keyed to TCM Mandatory Service Bulletin MSB94-4G dated 31 October 2005 or later FAA-approved revisions. First, any engine that experiences rough running - defined as a sudden increase in vibration levels that cannot be cleared by adjusting engine controls, particularly the fuel mixture - must be inspected in accordance with Parts 1 and 3 of that bulletin, and components replaced as necessary. Rough running automatically prohibits the issue of a special flight permit for the aircraft. Second, independent of rough running, the Part 2 inspection of the bulletin must be performed and components replaced as necessary. Third, the Part 3 inspection must be performed and components replaced as necessary. Fourth, a specific service kit, part number EQ6642 (new) or EQ6642R (rebuilt), must be installed using the procedures in Part 5 of the bulletin. Importantly, note 2 in the AD states that installing the service kit does not terminate the recurring inspection obligations from requirements 1, 2 and 3. Fifth, if during any of the inspections a needle bearing with part number 537721 is found installed in the crankcase, it must be replaced with a serviceable bushing part number 654472 (or an approved equivalent) using the Part 4 installation procedure.
Compliance deadlines vary by the component’s time in service and whether prior inspections have occurred. For engines already inspected per an earlier version of the AD, the next inspection is due at the next 100-hour time-in-service (TIS) check or annual inspection, whichever comes first, and then repeated at each 100-hour TIS plus or minus 10 hours, or annual, whichever comes first. For engines not previously inspected, the first inspection must occur within 25 hours TIS or the next annual inspection, whichever arrives first, with the same recurring interval thereafter. The starter adapter itself has separate compliance thresholds: if it has 400 or more hours TIS (or unknown TIS) on the effective date, it must be inspected within 25 hours TIS and then every 400 hours TIS plus or minus 10 hours; if less than 400 hours, inspection must occur upon accumulating 400 hours TIS and then every 400 hours. Installation of the service kit must be done at the next engine overhaul or starter adapter replacement after the effective date, whichever occurs first. The needle bearing replacement must be carried out before reassembling components.
