What it does
This instrument is an airworthiness directive that mandates documentary and procedural changes to preserve fuel-tank ignition-source prevention design features on Bombardier (Canadair) CL-600-2B19 aeroplanes (the Challenger series). Mechanically, it requires two discrete actions.
First, it requires revision of the Canadair Regional Jet Model CL-600-2B19 Maintenance Requirements Manual (MRM), CSP A-053, Part 2, Appendix D, entitled “Fuel System Limitations,” so that the Critical Design Configuration Control Limitations (CDCCL) items introduced in Temporary Revision (TR) 2D-2 are incorporated into the MRM (Requirement 1).
Second, it requires revision of all CL-600-2B19 aircraft-related procedures and documentation to highlight (a) the existence of the CDCCL items noted in Requirement 1 and (b) the necessary requirements to maintain the design features of those CDCCL items (Requirement 2).
The directive sets a fixed compliance window: the required revisions must be in place within 60 days after the directive’s effective date (Compliance). The directive’s effective date is given as 31 January 2008 (Compliance). The instrument explicitly notes that TR 2D-2 may be removed from the MRM when it is superseded by a further TR or later revision to the manual (Note 1). The directive also cross-references a Transport Canada airworthiness directive, CF-2007-35 (Note 2), and records that Bombardier completed a system safety review of the fuel system against standards introduced in Chapter 525 of the Airworthiness Manual and NPA 2002-043 (Background).
In short, the directive converts items published in a temporary revision into mandatory elements of the approved maintenance manual and requires operators and maintainers to flag and document how those items must be preserved during modification, repair and maintenance activities, with a 60-day compliance deadline from the effective date (Requirement; Compliance).
