What it does
This instrument is an airworthiness directive (AD) amendment addressing wing leading edge anti-ice ducts (piccolo tubes) on Bombardier (Canadair) CL-600 (Challenger) series aeroplanes. Mechanically, it requires operators of the identified serial-numbered aeroplanes to take actions "in accordance with the requirements of Transport Canada AD CF-2008-30" (Requirement). The AD sets firm compliance windows: Part I actions within 14 days after 14 November 2008 unless already done; Parts II and III no later than 31 December 2008; Parts IV, V and VI as specified in the Transport Canada document, with Parts V and VI having their effective dates revised to 14 November 2008 (Compliance). The Amendment becomes effective on 14 November 2008 (Compliance).
The AD applies to a defined set of serial numbers. The Applicability entry lists Model CL-600-2B19 serial numbers 7003 through 7067, 7069 through 7990, 8000 through 8076, 8082, 8086, 8090 through 8092, 8096 and 8097. The directive is issued because Transport Canada received reports of failed wing anti-ice ducts that can crack and cause air leakage, with a possible adverse effect on anti-ice air distribution and capability, "without annunciation to the flight crew" (Background). The background also records that defective ducts may have been installed in spare leading edge assemblies whose current locations are unknown, prompting record checks and inspections for all applicable aircraft (Background).
Amendment 1 expressly responds to Transport Canada AD CF-2008-30 and requires amendment of the Aircraft Flight Manual procedures, plus checking part and serial numbers of installed and spare piccolo ducts, and inspecting, repairing or replacing them as necessary. The Amendment introduces terminating action (Amendment 1). The instrument is dated 12 November 2008 and signed by a Civil Aviation Safety Authority delegate, David Villiers. The AD text supplied here is the entirety of the instrument; its mandatory actions are to be performed by operators of the listed aeroplanes under the time limits stated and in accordance with the referenced Transport Canada AD.
