                                           |\n| Background: | Transport Canada received several reports of failed wing anti-ice ducts (piccolo tubes) located in the wing leading edge. Such cracking could result in air leakage, with a possible adverse effect on the anti-ice air distribution pattern and anti-ice capability, without annunciation to the flight crew.Subsequent to the issue of Transport Canada AD CF-2005-26R1, it has been determined that faulty ducts may have been installed in a number of leading edge assemblies built as spares and whose current locations are not specifically known. As they may have been installed on any of the aircraft serial numbers in the Applicability section of superseding Transport Canada AD CF-2008-30, checking of records and/or inspection as specified in the AD, is now required for all applicable aircraft. |\n\n| | Amendment 1 is issued in response to Transport Canada AD CF-2008-30, which requires the amendment of the Aircraft Flight Manual procedures; in addition to checking the part numbers and serial numbers of installed and spare wing anti-ice piccolo ducts, as required, and inspecting, replacing or repairing them as necessary. Terminating action is also introduced. |\n| --- | ------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------- |\n\n![](image.001.png) \nDavid Villiers \nDelegate of the Civil Aviation Safety Authority\n\n12 November 2008","sortOrder":0},{"sectionNumber":"AD/CL-600/83 Amdt 1","sectionType":"part","heading":"AD/CL-600/83 Amdt 1","content":"## AD/CL-600/83 Amdt 1","sortOrder":1},{"sectionNumber":"Wing Anti-Ice Ducts","sectionType":"part","heading":"Wing Anti-Ice Ducts","content":"## Wing Anti-Ice Ducts","sortOrder":2},{"sectionNumber":"1/2009 DM","sectionType":"part","heading":"1/2009 DM","content":"## 1/2009 DM","sortOrder":3}],"analysis":{"flash_summary":{"complexity_score":4,"scope_assessment":{"changed":true,"description":"This Amendment expands the scope compared with the earlier AD by explicitly requiring amendment of the Aircraft Flight Manual procedures and by requiring checking of part numbers and serial numbers not only for installed piccolo tubes but also for spare leading-edge assemblies whose current locations were previously unknown. It therefore broadens the compliance obligation from inspecting installed parts to also auditing and, if necessary, inspecting or replacing parts currently held as spares; it also adds a terminating action to end recurring inspections once the permanent fix is accomplished. (See \"Requirement\".)\n- Actions include: checking part numbers and serial numbers of the wing anti-ice ducts (often called \"piccolo tubes\") both in installed aircraft and in spare leading-edge assemblies; inspecting the ducts for cracking or other faults; repairing or replacing defective ducts; and amending the Aircraft Flight Manual (AFM) procedures as specified. A terminating action (a permanent fix that ends the need for ongoing inspections) is also introduced.\n- The AD sets different compliance dates for different parts of the required work (Part I: within 14 days after 14 November 2008 unless already done; Parts II and III: by 31 December 2008; Parts IV–VI: as specified in the Transport Canada AD, with Parts V and VI having a revised effective date of 14 November 2008). The amendment itself became effective on 14 November 2008. (See \"Compliance\".)\n\nWhy the instrument was issued (stated purpose and immediate safety concern)\n\n- Transport Canada reported several failures of wing anti-ice ducts (piccolo tubes) in the wing leading edge. Cracked ducts can leak air and change the anti-ice air distribution pattern, which could reduce anti-ice capability without warning to the flight crew. (See \"Background\".)\n- It was discovered that faulty ducts may have been installed as spare assemblies whose current location was not known. Because those spares might already be fitted to any aircraft in the listed serial-number range, the AD requires record checks and inspections across the fleet and spares inventory.\n\nWho this affects\n\n- Aircraft operators and owners of the specified CL-600-2B19 serial numbers.\n- Maintenance organisations and engineers who perform inspections, repairs and parts tracking.\n- Operators' regulatory compliance staff (for AFM amendments and record-keeping).\n\nWho pays and who decides\n\n- Operators bear the direct costs: labour for inspections, downtime for aircraft, parts replacement or repair, and any AFM amendment work.\n- Maintenance organisations perform the physical checks and repairs under the operator's direction.\n- The Civil Aviation Safety Authority (CASA) enforces compliance in Australia by adopting and issuing the AD; the measures themselves follow Transport Canada's AD CF-2008-30.\n\nPractical effects on behaviour and business choices\n\n- Operators must prioritise and schedule inspections and possible repairs, which can cause aircraft downtime and spare-part sourcing.\n- Operators must examine their spare-parts inventories and maintenance records, not just installed parts, increasing administrative effort.\n- A terminating action (once completed) reduces the need for repeated inspections, which provides a predictable endpoint for compliance costs.\n\nCosts, trade-offs and implementation risks (concrete mechanics)\n\n- Direct costs: inspection labour, possible replacement ducts, aircraft out-of-service time, and AFM amendment administrative costs.\n- Implementation risk: incomplete or inaccurate spare-parts records make it harder to identify affected spare assemblies, potentially requiring more physical inspections.\n- Timing pressure: short compliance windows for some parts (14 days; 31 December 2008) create scheduling and logistics pressure for operators with multiple affected aircraft.\n- Market effects: independent maintenance organisations can compete to perform the required work; spare-parts availability may temporarily tighten and affect price/lead times.\n\nConcentrated benefits and diffuse costs\n\n- Benefits (reduced risk of undetected anti-ice failure) accrue to passengers, crew and specific operators affected by the fault; benefits are safety-related and concentrated where a failure would otherwise occur.\n- Costs (inspections, repairs, administrative burden) are borne by the operators of the listed serial-number aircraft and maintenance providers.\n\nLimitations of this instrument's text\n\n- The AD defers to Transport Canada AD CF-2008-30 for technical details and specific procedures; operators must consult that referenced AD for step-by-step work. The Australian AD sets applicability and compliance timing but does not restate detailed technical instructions.\n\nSource sections cited: Applicability (serial-number list), Requirement (action in accordance with Transport Canada AD CF-2008-30), Compliance (deadlines), Background (reason for AD), Amendment note (adds AFM amendment, checks of spares, and terminating action)."},"flash_summary_failed":{"failed":true,"reason":"Unauthenticated.
