What it does
This instrument is Airworthiness Directive AD/CESSNA 400/40 Amendment 14 (Wing and Airframe), issued 13/2006 and signed by the CASA delegate David Villiers on 9 November 2006. It prescribes mandatory retirement lives for structural components and for whole airframes of specific Cessna 400-series aeroplanes that are not maintained to Cessna’s Service Instruction/Service Inspection Document program (referred to in the AD as Cessna’s SID program). The AD contains two operative requirements.
Requirement 1: retire from service the wing main spar lower cap and the upper and lower attach fittings at the hours or flights shown in the Retirement Schedule; retire the parts when they reach the hours or flights, whichever occurs first (Requirement 1, Retirement Schedule). Requirement 1 excludes the carry-through and its attachment fittings, but the AD expressly recommends replacement of the carry-through and its attach fittings at the same time, or using Cessna’s SID program (Note 1 turned into a recommendation in Requirement 1).
Requirement 2: retire from service the whole airframe at twice the hours or flights (whichever occurs first) shown in the Retirement Schedule (Requirement 2). The AD also contains model-specific lifing values (hours and flights) for numerous 400-series variants (401, 402, 402C, 411/411A, 414, 414A variants by serial number and winglet status, 421/421A, 421B, 421C serial ranges and with or without winglets, 425), plus assumptions for flight time to be used if there is no record for a flight (Note 4). The AD is applicable only to "All aircraft of the models listed in the Retirement Schedule below which are not maintained to Cessna’s SID program" (Applicability). It becomes effective on 21 December 2006 (Compliance).
Amendment 14 implements exemptions and textual changes: it exempts aircraft on Cessna’s SID program from the AD’s applicability (another way of managing fatigue), converts the prior note regarding the carry-through to a recommendation placed in Requirement 1, deletes a prior Note 2, removes an earlier exemption for Cessna 402s under an Aeronautical Engineers Australia life-extension program (the program was no longer active), and improves the style of the AD. The AD also cross-references Airworthiness Bulletin 02-007 on www.casa.gov.au for additional background.
