What it does
This instrument is an Airworthiness Directive (AD) issued by the Civil Aviation Safety Authority (CASA) directed at certain Cessna 206 series aeroplanes and assemblies of the alternate static air source selector valve, part number (P/N) 2013142-18. The Directive identifies an unsafe condition discovered in some selector valves where the part number identification placard may have been installed over the valve’s forward port, thereby obstructing the static-air inlet. The Directive requires operators either to inspect maintenance records to determine whether a P/N 2013142-18 valve was installed since 19 November 2007 (Requirement 1.b), or to inspect the physical valve in accordance with the specified procedure (Requirement 1.a and Requirement 3). If the placard is found obstructing the port, the Directive requires removal and disposal of the placard and assurance that the port is open and unobstructed (Requirement 4). The Directive additionally mandates that any P/N 2013142-18 valves installed as modification or replacement parts on or after the AD’s effective date must be inspected prior to installation (Requirement 5). Table 1 in the Directive sets out specific Cessna 206-series models and serial-number applicability; for many listed models the applicability is “All S/Ns” or “All S/Ns beginning with …” (see Table 1).
The compliance timing is immediate: Requirements 1, 2 and 3 must be completed “before further flight after the effective date” of the Directive; Requirement 4 must be completed “before further flight after the Requirement 1 inspection”; and Requirement 5 applies “as of the effective date of this Directive.” The Directive becomes effective on 13 May 2008. The background material attaches the FAA Airworthiness Directive (FAA AD 2008-10-02 Amdt 39-15508) as a related instrument and records that Cessna corrected parts in stock but cannot verify how many assemblies with the placard-over-port condition may have been shipped to the field. The Directive notes CASA has “varied the inspection requirements to allow the aeroplane operator to determine if a P/N 2013142-18 selector valve has been installed since 19 November 2007,” and permits an aeroplane operator holding at least a private pilot’s licence to accomplish and certify the Requirement 1.b inspection and determination (Note 2).
