The part number identification placard refers to alternative air source selector valves, part number 2013142-18, that were manufactured between 20 November 2007 and 18 February 2008. The part number identification placard was installed on the valve body in a location that covers the port, which is the inlet for static air reference into the valve. The problem was discovered during a quality control check. |\n\n|     | The FAA has advised that all parts held in stock at Cessna have been corrected and that Cessna has no way of verifying how many of these assemblies were manufactured and sent to the field with the part number identification placard installed over the alternate static air source selector valve port. The Civil Aviation Safety Authority (CASA) has no way of determining which aeroplanes have the remaining problem alternate static air source selector valve assemblies installed without having all of the affected aeroplanes and spares stock inspected. |\n| --- | ---------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------- |\n|     | This condition, if not corrected, could result in the altimeter, airspeed and vertical speed indicators displaying erroneous indications. (Note: the operator may perform and certify this records-check if they hold at least a private pilot licence.)\n- If the records-check shows P/N 2013142-18 was installed, the valve must be inspected by: seating pilot and copilot aft, using a flashlight and mirror to confirm the forward-end port on the valve is visible and not covered by the part-number identification placard.\n- If the placard is obstructing the port, the placard must be removed and discarded and the port confirmed open.\n- Any P/N 2013142-18 valves installed as modifications or replacements on/after the directive’s effective date must be inspected for the same placard obstruction before installation.\n- Compliance timing: inspections must be done before further flight after the directive’s effective date (and placard removal must be done before further flight after discovering an obstruction).\n\n**Who this affects**\n\n- Primary: operators and owners of the Cessna 206-series aeroplanes listed in the applicability table that may have P/N 2013142-18 installed.\n- Secondary: maintenance organisations and technicians who install or replace the valve, and parts suppliers holding spares of P/N 2013142-18.\n- Note: an aeroplane operator holding a private pilot licence may legally perform and certify the records inspection option (Requirement 1.b) instead of a maintenance organisation.\n\n**Why it matters (safety mechanism and risk)**\n\n- The part-number placard on some P/N 2013142-18 valves was manufactured/installed in a position that may cover the valve’s forward inlet port (the static air inlet). If that port is obstructed, the aeroplane’s static instruments (altimeter, airspeed indicator, vertical speed indicator) could show incorrect information. The directive states that incorrect indications could lead a pilot to respond to false data and potentially lose control.\n- The directive implements a low-cost, direct fix: visually verify the port is unobstructed and remove the placard if it obstructs the port.\n\n**Implementation details that change behaviour and decision rights**\n\n- Who pays and who decides: aircraft operators and their maintenance providers bear the time and labour cost of inspections and any placard removal (Requirement 3 and 4). Operators may decide to use the records-check route (1.b) where eligible (private pilot licence), which lowers immediate labour cost compared with a physical inspection.\n- Maintenance providers must also inspect any P/N 2013142-18 valve prior to installation (Requirement 5), so suppliers/installers face an additional pre-installation step.\n- The regulator (CASA) issued the directive and allowed a limited variation from the FAA procedure by permitting the operator (with at least a private pilot licence) to certify the records-check; that is an administrative flexibility that reduces cost/ground time for some operators.\n\n**Costs, incentives, trade-offs and implementation risks**\n\n- Direct costs: brief inspection time (flashlight, mirror), small labour cost, possible brief grounding until inspection is completed (compliance requires ‘before further flight’). If a placard must be removed, the physical action is trivial and the placard is discarded.\n- Opportunity cost: time aircraft are unavailable while compliance is performed; for commercial operators this is potentially higher if inspections delay flights.\n- Incentives: the records-check option incentivises operators with clear maintenance logs to avoid a physical inspection when records show the valve was not installed after the relevant date.\n- Implementation risk: human error in inspection (missed obstruction), incomplete maintenance records, or incorrectly identifying the valve P/N could leave an obstructing placard in service.\n- Compliance burden: low per-aircraft but potentially non-trivial in aggregate across many aircraft and spare-parts inventories; maintenance organisations must add an inspection step to installation workflows.\n\n**Effects on private enterprise, competition and choice**\n\n- Maintenance shops/suppliers: minor procedural change — inspect P/N 2013142-18 valves before installation; minimal impact on competition or prices other than small labour-time costs built into service calls or part installations.\n- Operators: some may choose to pre-inspect spares in inventory to avoid delays at installation; some may modify procurement practice to prefer valves without the placard or earlier/later P/Ns if available.\n- No direct effect on ownership rights, contract freedom, or speech. The directive constrains how a specific aviation part may be accepted/installed and imposes safety-check responsibilities.\n\n**Concentrated benefits and diffuse costs**\n\n- Concentrated benefits: an individual operator who avoids an instrument failure and the associated safety risk gains directly. Aircraft occupants and third parties benefit from reduced risk of a loss-of-control event.\n- Diffuse costs: many operators each incur a small inspection time and possible delay; overall fleet-wide burden is spread across many small actors.\n\n**Source claim and testing**\n\n- The directive follows an FAA finding that some valves had their part-number placards installed over the inlet port during manufacture between 20 Nov 2007 and 18 Feb 2008. CASA adopted requirements to inspect and correct any such valves. This is a targeted, low-cost mechanical inspection and corrective action. The trade-off is small labour/grounding time versus the safety risk posed by potentially unreliable static system instrumentation.\n\n(References: Requirements 1–5 and Notes in the directive.)"},"flash_summary_failed":{"failed":true,"reason":"A positive credit balance is required for all requests, including BYOK, so fallback providers remain available. Pilots with at least a private licence may inspect or check maintenance records; if the valve was fitted or the port is blocked, the label must be removed before flight.\n\nIt matters because a blocked port can make static instruments (altitude, airspeed, VSI) give false readings, risking loss of control in IMC."}},"importantCases":[],"_links":{"self":"/api/acts/ad-cessna-206-65-alternate-static-air-source-valve","history":"/api/acts/ad-cessna-206-65-alternate-static-air-source-valve/history","analysis":"/api/acts/ad-cessna-206-65-alternate-static-air-source-valve/analysis","conflicts":"/api/acts/ad-cessna-206-65-alternate-static-air-source-valve/conflicts","importantCases":"/api/acts/ad-cessna-206-65-alternate-static-air-source-valve/important-cases","documents":"/api/acts/ad-cessna-206-65-alternate-static-air-source-valve/documents"}}
