What it does
This instrument is an Airworthiness Directive (AD) issued by the Civil Aviation Safety Authority (CASA) concerning the main electrical power junction box on certain Cessna Model 182T and T182T aeroplanes. Mechanically, it imposes three discrete requirements on applicable aircraft: (1) an inspection of the MC01-3A I.C. 9 (P/N S3100-297) or MC01-3A I.C. 10 (P/N S3100-344) main electrical power junction box to determine whether an incorrect amperage circuit breaker has been installed in place of the required 40-amp circuit breakers, (2) replacement of any incorrect circuit breaker found during that inspection with the required 40-amp circuit breaker, and (3) a continuing prohibition on stockpiling or installing any spare other than 40-amp circuit breakers in those junction boxes (see Requirements 1-3 and the reference to Cessna Service Bulletin SB05-24-01 dated 31 January 2005). The directive specifies that later revisions of SB05-24-01 that the United States Federal Aviation Administration (FAA) approves as an Alternate Method of Compliance (AMOC) to FAA AD 2005-13-10 are acceptable for compliance with the equivalent Requirements of this CASA Directive.
The directive sets binding timing for compliance: the inspection (Requirement 1) must be completed "within the next 30 days after the effective date of this Directive," the replacement (Requirement 2) must be completed "before further flight after the Requirement 1 inspection," and the spare-part rule (Requirement 3) applies "as of the effective date of this Directive." The directive becomes effective on 1 September 2005, and it is signed and dated 22 July 2005 by David Villiers, Delegate of CASA. The background statement explains the safety risk motivating the instrument: incorrectly rated circuit breakers could cause premature tripping of the main feeder circuit breakers and "could lead to partial or complete loss of all electrical power on the airplane." The directive therefore mandates inspection and corrective replacement in accordance with the Cessna service bulletin named above and references FAA AD 2005-13-10.
