What it does
This Airworthiness Directive (AD), AD/BEECH 1900/48 (11/2006 TX), imposes a mandatory one‑time visual inspection of the left and right wing rear spar lower caps on specified Beechcraft 1900 series aeroplanes, requires reporting the inspection result to the Civil Aviation Safety Authority (CASA), and prescribes limited, conditional repositioning flight allowances if needed to obtain the inspection or maintenance. The Directive becomes effective 2 September 2006 (effective date noted in the text) and is signed by David Villiers, Delegate of CASA (signature block, 1 September 2006). The Inspector/Directive language is organised under labelled blocks: Applicability, Requirement, Compliance, and Background.
Mechanically, the Directive does the following, as stated in the Requirement and Compliance blocks:
- Mandates a one‑time visual inspection of both left and right wing rear spar lower caps for cracks and for other damage such as loose or missing fasteners, conducted "in accordance with the procedures in the Appendix to FAA AD 2006‑18‑51" (Requirement: 1).
- If any cracks or other damage are found, requires repair "before further flight" in accordance with an approved repair scheme (Requirement: 1).
- Requires the operator to report the inspection results to CASA within 72 hours of completion of the inspection (Requirement: 1).
- Allows, solely to accomplish the inspection, a repositioning/return flight to a home base, hangar or maintenance facility, subject to three specific operational limitations: only the pilot and any additional crew required for safe operation on that flight, prohibition of flight into known or forecast moderate or severe turbulence, and a maximum indicated airspeed of 175 knots (Requirement: 2(a)-(c)).
- Sets compliance timing: the inspection is required "at whichever occurs later after receipt of this Directive: Within 24 hours, or before further flight" (Compliance: 1), and provides an additional allowance for repositioning flight time "up to a maximum of 3 hours time in service," provided such a flight is operated within 30 days after the effective date of the Directive (Compliance: 2).
