What it does
This Airworthiness Directive (AD/BEECH 1900/46) mandates a mandatory amendment to the Aircraft Flight Manual (AFM) for Raytheon/Beech models 1900, 1900C and 1900D aeroplanes. Its operative effect is to insert two prescribed blocks of text into the Limitations Section and the Procedures Section of the AFM. The inserted limitations text includes a warning about severe icing conditions exceeding certification standards and prescribes specific visual cues for identifying such conditions: unusually extensive ice accretion on areas not normally observed, ice on the upper wing surface aft of the protected area, and ice on the propeller spinner farther aft than normal. It prohibits autopilot use when any of these visual cues exist or when unusual lateral trim requirements or autopilot trim warnings occur during icing conditions. It also requires that all icing detection lights be operative before flight into icing conditions at night, and it expressly supersedes any relief provided by any Minimum Equipment List for that requirement. The inserted procedures text provides guidance on weather conditions conducive to severe icing (visible rain at temperatures below 0 degrees Celsius ambient; droplets that splash or splatter on impact) and a step-by-step exit procedure: immediately request priority handling from Air Traffic Control, avoid abrupt or excessive manoeuvring, do not engage the autopilot (and if engaged, hold the control wheel firmly and disengage it), reduce angle-of-attack if unusual roll response occurs, and do not extend flaps during extended operation in icing conditions. If flaps are already extended, they must not be retracted until the airframe is clear of ice. The AD also directs that the weather conditions be reported to Air Traffic Control. Compliance must be achieved within 30 days after the effective date of 14 April 2005. The certification of accomplishment can be carried out, at a minimum, by the holder of a private pilot’s licence. The background states the purpose is to minimise hazards associated with operating the aeroplane in freezing rain or freezing drizzle by providing more clearly defined procedures and limitations. The AD is issued by the Delegate of the Civil Aviation Safety Authority (CASA) and references FAA AD 96-13-09 Amendment 39-9589.
