What it does
This Airworthiness Directive (AD/B767/252) requires physical modification of certain Boeing 767 aeroplanes, operational limitations in the Boeing 767 Aircraft Flight Manual (AFM), and (for some aeroplanes) a cockpit placard. The mechanical change is the installation of an automatic shutoff system for the centre (auxiliary/override/jettison) fuel pumps on applicable aeroplanes. The directive applies to Model 767-200, -300, -300F and -400ER series aeroplanes with line numbers 1 through 940 inclusive (see "Applicability") and becomes effective on 24 September 2009.
Mechanically, Requirement 1 mandates installation of an automatic shutoff system in accordance with:
- Boeing Service Bulletin (SB) 767-28A0083, Revision 2, dated 12 February 2009 for Model 767-200, -300 and -300F aeroplanes; or
- Boeing SB 767-28A0084, Revision 1, dated 26 April 2007 for Model 767-400ER aeroplanes;
The AD accepts earlier SB issues listed in Table 1 if an equivalent shutoff installation was accomplished before the directive’s effective date. Requirement 2 requires a specific amendment to Section 1, Certificate Limitations, of the Boeing 767 AFM to give flightcrew operating instructions and restrictions about centre tank fuel pump switching, lamp tests, and de-fuelling/fuel transfer procedures (the AD provides the exact text and permits insertion of the directive itself into the AFM). Requirement 3 requires a placard adjacent to each pilot’s primary flight display for certain 767-200/300/300F aeroplanes meeting the specified fleet conditions; the placard text is prescribed: "AD/B767/167 Amdt 3 fuel usage restrictions required."
The AD also provides a terminating route: deactivation of the centre fuel tank in accordance with Boeing Alert SB 767-28A0050 or SB 767-28A0050 Revision 1 "terminates Requirement 1, 2 and 3" except for Requirements 4 and 5. Requirement 4 governs how centre tank reactivation must be approved by the Manager, Continuing Airworthiness, Civil Aviation Safety Authority (CASA), with the approval required to meet the airplane’s certification basis and to specifically reference either this Directive or FAA AD2009-16-06. Requirement 5 says that if the centre tank is reactivated, Requirements 1-3 must be accomplished. The AD also states that later revisions of the SBs (767-28A0083 Rev 2 or 767-28A0084 Rev 1) approved by the FAA as an Alternate Method of Compliance (AMOC) to FAA AD2009-16-06 are acceptable for compliance.
