What it does
This instrument is an airworthiness directive (AD) issued by the Civil Aviation Safety Authority, labelled AD/B747/315 Amendment 1, with an effective date revised to 15 March 2007 and signed 1 February 2007 by David Villiers, Delegate of the Civil Aviation Safety Authority. The directive applies to a defined set of Boeing 747 series aeroplanes and requires inspection and, where necessary, replacement of the wing landing gear outer cylinder. The Requirement provision states explicitly: "Action in accordance with the technical requirements of FAA AD 2007-01-10 Amdt 39-14882." It also notes that Boeing Service Bulletins 747-32-2472 original issue, and 747-32-2131 Revision 2, or a later revision approved by the FAA, are referenced.
Mechanically, the AD instructs operators to undertake inspections to determine whether the outer cylinder of the wing landing gear carries specified part numbers, and, where affected parts are found, to replace the outer cylinder with a new, improved, or reworked part. The background paragraph in the AD states the safety rationale: fracture of an affected outer cylinder could result in collapse of the landing gear. Amendment 1 broadens the original AD by responding to a new FAA AD that identifies an additional unsafe part number; for certain aircraft Amendment 1 requires an additional one-time inspection to determine whether that other part number is present, and, if so, replacement with a reworked or new improved outer cylinder.
The AD refers operators to the FAA AD for the technical work scope and to Boeing service bulletins for procedures and part identification, but it does not set out the specific inspection technique, intervals, or replacement part numbers in the body of the short document provided. The document therefore functions as an importing instrument: CASA enforces compliance by adopting, for Australian-registered aircraft in the applicability list, the FAA AD requirements and by referring to specific Boeing service bulletins or later FAA-approved revisions as the technical standards to be followed.
