Fracture of an affected outer cylinder of a wing landing gear could result in collapse of the landing gear.Amendment 1 is issued in response to a new FAA AD, which requires, for certain aircraft, an additional one-time inspection to determine whether the outer cylinder has a certain other part number. For those aircraft, this Directive also requires replacement of the outer cylinder with a reworked or new improved part; as a result of identification of an additional unsafe part. |\n\n![](image.001.png) \nDavid Villiers \nDelegate of the Civil Aviation Safety Authority\n\n1 February 2007","sortOrder":0},{"sectionNumber":"AD/B747/315 Amdt 1","sectionType":"part","heading":"AD/B747/315 Amdt 1","content":"## AD/B747/315 Amdt 1","sortOrder":1},{"sectionNumber":"Wing Landing Gear Outer Cylinder","sectionType":"part","heading":"Wing Landing Gear Outer Cylinder","content":"## Wing Landing Gear Outer Cylinder","sortOrder":2},{"sectionNumber":"3/2007","sectionType":"part","heading":"3/2007","content":"## 3/2007","sortOrder":3}],"analysis":{"flash_summary_failed":{"failed":true,"reason":"Unauthenticated. The effective date for compliance in this amendment is 15 March 2007 (see \"Compliance\").\n\n**Who is affected**\n\n- Aircraft operators, owners, maintenance organisations and parts suppliers for Boeing 747 models listed in the Applicability box: Model 747 -100, -100B, -100B SUD, -200B, -200C, -200F, -300, -400, -400D, -400F, 747SR and 747SP series.\n\n**Why it matters (mechanics and risk)**\n\n- The outer cylinder of the wing landing gear has been identified as having some part numbers that are susceptible to fracture. A fracture could cause landing gear collapse. The directive therefore mandates inspection and replacement where necessary to remove the unsafe parts from service (see \"Background\").\n\n**How it works, step by step**\n\n1. Inspect the outer cylinder of the wing landing gear on the listed 747 variants to determine the part number(s) fitted. The inspection instructions are those in FAA AD 2007-01-10 and the referenced Boeing Service Bulletins (see \"Requirement\").\n2. If the inspection identifies a specified unsafe part number, replace that outer cylinder with a new, improved, or properly reworked part that complies with the service instructions.\n3. For certain aircraft the amendment adds a one‑time inspection to check for an additional part number and requires replacement if that part is found (see \"Background\").\n\n**Who pays, who decides, and what changes in behaviour**\n\n- Operators and owners pay for inspections, part procurement and fitment, and bear the aircraft downtime costs. Maintenance organisations perform the inspections and replacement work and must certify the work.\n- The Civil Aviation Safety Authority (CASA) enforces the directive in Australia but relies on the FAA AD and Boeing service bulletins for the technical steps; the directive requires compliance with those external documents (see \"Requirement\").\n- Behaviour changes required of operators: schedule and perform the specified inspections, remove and replace unsafe outer cylinders if present, and maintain the associated maintenance records and certifications.\n\n**Costs, incentives and implementation issues**\n\n- Direct costs: labour for inspections, cost of replacement or reworked parts, aircraft out-of-service time while work is done.\n- Supply and timing risk: a concentrated, one-time surge in demand for approved replacement parts or qualified rework services could increase lead times or cost.\n- Compliance burden: operators must track affected serials/part numbers, comply with FAA/Boeing technical instructions, and keep records to demonstrate compliance.\n- Concentrated benefits accrue to parts suppliers and MRO (maintenance, repair and overhaul) providers who supply the replacement or rework; diffuse benefits accrue to operators and the flying public via reduced risk of gear collapse.\n- Dependency: the directive delegates detailed technical requirements to FAA AD 2007-01-10 and Boeing Service Bulletins (or later FAA‑approved revisions), so Australian compliance depends on those external documents.\n\n**Source notes**\n\n- The directive text states the action is \"in accordance with the technical requirements of FAA AD 2007-01-10 Amdt 39-14882\" and references Boeing Service Bulletins 747-32-2472 (original issue) and 747-32-2131 (Revision 2), or later FAA‑approved revisions (see \"Requirement\").\n- The amendment (Amendment 1) was issued to add an additional one‑time inspection and replacement requirement after identification of an additional unsafe part (see \"Background\")."},"kimi_summary":{"content_quality":"ok","complexity_score":3,"scope_assessment":{"changed":false,"description":"This amendment maintains the original scope of addressing unsafe wing landing gear outer cylinders.
