What it does
This instrument is Amendment 4 to Airworthiness Directive AD/B727/100, concerning the elevator rear spar on Boeing 727 series aeroplanes. The directive applies to "Boeing model 727 series aircraft, line numbers 1 through 1832" and takes effect on 2 October 2008, as shown in the notice signed by David Villiers, Delegate of the Civil Aviation Safety Authority (dated 2 September 2008). The operative requirement in the text is short and delegates the technical detail to an external FAA airworthiness directive: "Action in accordance with the technical requirements of FAA AD 2008-17-14 Amdt 39-15652." The instrument also refers operators to Boeing Service Bulletin 727-55-0089 Revision 1, or a later FAA-approved revision, as the technical service information that "refers."
Mechanically, Amendment 4 changes the Australian requirement document from an earlier FAA AD (FAA AD96-06-05) to FAA AD 2008-17-14. The summary of the amendment in the text states three concrete mechanical effects that the FAA AD (and therefore this Australian amendment) imposes: it (1) reduces the repetitive inspection intervals for the affected structure; (2) mandates a previously optional terminating modification for the repetitive inspections; and (3) no longer allows stop-drilling as a temporary corrective technique. These mechanical changes are presented in the AD as responses to additional FAA-received reports of cracking, elongated fastener holes, and loose fittings at the elevator rear spar tab hinge locations.
The stated safety risk that motivates these mechanical requirements is that cracking in the elevator rear spar at tab hinge locations "could cause excessive freeplay of the elevator control tab and possible tab flutter, and consequent loss of control." The AD therefore directs operators to follow the FAA AD’s technical requirements "as specified in the requirement document." The Australian directive does not itself reproduce the inspection intervals, the terminating modification’s description, or the detailed procedures; it requires compliance by reference to FAA AD 2008-17-14 and the Boeing service bulletin noted.
