What it does
This document is an Australian Civil Aviation Safety Authority Airworthiness Directive titled AD/ATR 42/1 (8/2007 DM), effective 22 June 2007, directed at Avions de Transport Régional ATR 42 series aeroplanes. Mechanically, the Directive does two things. First, it requires the operator or responsible person to determine the applicability of a specified list of State-of-Design Airworthiness Directives issued by the French Direction Générale de l’Aviation Civile (DGAC) and by the European Aviation Safety Agency (EASA), as set out in Table 1 and Table 2 of the Directive, respectively. Second, if any listed DGAC or EASA AD is determined to be applicable to a particular ATR 42 and the action required by that AD has not already been accomplished, the operator must perform the actions required by that AD (see the Directive’s stated Requirement 1 and Requirement 2). The Directive prescribes the compliance window for those two requirements: within 30 days after the Directive’s effective date, or prior to the issue of a Certificate of Airworthiness, whichever occurs first (see the Compliance paragraph).
The document contains the two tables listing dozens of foreign ADs by identifier, issue date and title, but it does not reproduce the substantive corrective actions from those foreign ADs in full. The Directive notes that the listed DGAC and EASA ADs require one-time actions for which the original compliance date or period has already passed, and explains CASA issued this Directive because some recently registered or imported Australian ATR 42 aeroplanes may still be subject to those State-of-Design ADs (see Background). The Directive also includes URLs for accessing the DGAC and EASA AD databases. The Directive is signed by a CASA delegate, and dated 8 June 2007, with the stated effective date of 22 June 2007.
In short, the Directive imports a specified list of foreign ADs for the particular ATR 42 type, requires an applicability check, and mandates performance of any outstanding one-time actions from those foreign ADs within a short compliance window or before issuance of a Certificate of Airworthiness.
