Judgment
- HIS HONOUR: The State of New South Wales has applied for an extended supervision order under the Crimes (High Risk Offenders) Act 2006 (NSW) in respect of Bilal Haouchar.
- Mr Haouchar opposes the application, has raised a question as to whether the Court has jurisdiction to make the order, and has contended that if an order is made it should not be subject to all of the conditions the State proposes.
- An unusual feature of this case is that Mr Haouchar left the country shortly before the hearing and has not returned. I propose to discuss the merits of the application and then deal with the ramifications of Mr Haouchar's absence.
