1. For the reasons above, I propose to modify the request for further information and to provide an additional two months for the permit applicant to submit it to the responsible authority and VicRoads. The updated focus is on the extent of exposure to the sign and the duration of exposure by reference to concurrent manoeuvres that a driver may make within and around the intersection.
2. By contrast, I consider that the request for a 'synthesised' cognitive analysis at this point of time is too onerous, even though it may be beneficial to a decision maker's analysis of the issues.
