The Applicant has not explored whether the family home is suitable for home modifications, to suit his impairments. Ms Yule stated that, given the Applicant's current goal is to transition from the family home, consideration of home modifications to the existing dwelling was not considered to be in alignment with the Applicant's current home and living goal.[74]
However, the Applicant has not put on any evidence of whether there are other suitable housing options for him (including suitable modified standard homes) either.
It is contended that, until those options are explored and, if feasible, the costs of those options are compared to the cost of the provision of SDA, the Tribunal cannot be satisfied that the provision of SDA represents better value for money than the provision of other supports alone.[75]
... the threshold created by the 'needs requirement' is demonstrably high and cannot be met by evidence of benefit or preference alone.[77]
These are all features of a domestic dwelling that are capable of modification. Home modifications to remove these sup-optimal accessibility features would have each of the beneficial effects specified in Rule 14(1)(b). It is not suggested in the evidence that home modifications of this kind cannot be carried out in the Applicant's home for any technical reason. The provision of support for SDA is not necessary to address these sub-optimal design features.
Although I do not have evidence of the costs of such home modifications before me, as a matter of general principle and common sense, the cost of relatively minor home modifications of this kind would represent better value for money that the high recurring cost of support for SDA.[82]
