Land used to prepare and sell food and drink for immediate consumption, where substantial provision is made for consumption both on and off the premises[2].
What guidance is provided by the planning policy framework?
Would the height, massing and appearance of the development fit into the Tecoma commercial centre?
Street based activity centres will be distinctive for their fine grain built form, with ground floor activity fronting traditional streets and pedestrian activity concentrated along these streets. A backdrop of vegetation will be visible behind the centre and views of the surrounding hills will be seen from numerous vantage points in public places.
Would the landscaping and fencing be a suitable interface to dwellings?
to provide for identification and promotion signs and signs that add vitality and colour to business areas[6].
Would the access, parking and loading arrangements be satisfactory?
Would the proposed disabled parking space be acceptable?
Would the vehicle circulation arrangements be acceptable?
Would the development be safe and convenient for pedestrians?
Would the slope of the car park and the customer ordering devices be acceptable?
Should the parking be integrated with No.1527 Burwood Highway?
How should the shared aisles be managed and maintained?
Would the development impose adverse amenity impacts on its neighbours and the commercial centre?
Would the development create unreasonable traffic congestion or danger?
It is fair to say that there was general agreement amongst the experts and VicRoads that the traffic experts of the development can be appropriately managed so as to not unacceptably affect either the operation and efficiency of Burwood Highway, or the residential amenity of adjoining streets. Given this general agreement we accept this evidence[9].
Would the development comprise unreasonable visual bulk?
Would the development cause unreasonable illumination?
Car parking, traffic, loading and unloading/waste collection
