The review site is located on the north side of Daly Street approximately 65 metres west of Chapel Street. The site comprises seven titles, is rectangular in shape, with a frontage of 67 metres and an area of 3,036 square metres.
The site has been cleared and part of a basement has been constructed.
Melbourne High School (MHS) playing fields abut the north boundary of the site. A 14 storey residential hotel and six storey office building are to the east of the land. A nine storey car park, and single and double storey commercial buildings are located on the south side of Daly Street. A ten storey building is under construction to the west of the land. A pedestrian link is to be provided connecting Daly Street to Claremont Street, Yarra Street and the South Yarra train station to the west.
The land forms part of the Forrest Hill Precinct. The precinct contains hotels, dwellings, retail, professional services and entertainment facilities. It has extensive public transport facilities, and traffic and onstreet car parking are near saturation levels. The area is undergoing considerable redevelopment.
We undertook inspections of the site and its environs on 26 September 2010. The parties did not accompany the inspection.
