1 The issue in this case concerns the construction of a part of Chapter 3 of the 4th Edition of the American Medical Association Guides to the Evaluation of Permanent Impairment ("the Guides"). The case comes before this Court on appeal by the Transport Accident Commission ("TAC") from the determination, by a member of the Victorian Civil and Administration Tribunal ("the Tribunal"), of the impairment of the respondent, Maara Serwylo.
