[1] Following the conclusion of the hearing Amendment VC148 to all planning schemes was gazetted on 31 July 2018. The Amendment included a wide range of modifications to the Planning Scheme. I considered it appropriate to invite the parties, should they wish, to address the implications of Amendment VC148 to the planning scheme as they relate to this proceeding before I make my decision. The applicant for review made a submission to the effect that the Amendment is policy neutral as it applies to this site. Changes to Clause 52.06 of the planning scheme are however relevant. Under the changes to that Clause there is no longer a requirement to provide visitor car parking. Submissions received from objectors about car parking matters must now be considered by me in that context.
[2] The submissions and evidence of the parties, any supporting exhibits given at the hearing, and the statements of grounds filed; have all been considered in the determination of the proceeding. In accordance with the practice of the Tribunal, not all of this material will be cited or referred in these reasons.
[4] Clauses 11, 16, 21.05 and 22.05 in particular.
[5] Land zoned GRZ4 refers to "super sized lots" and residential land in commercial centres.
[6] Respect for neighbourhood character is however included as a purpose of the GRZ and is an objective of Clause 55.
