163 Complaint (1) A youth who is detained in a detention centre, or a responsible adult in respect of the youth, may complain about a matter that affects the youth. (2) The complaint procedure is as set out in the Regulations. (3) This section does not affect or limit the rights of a youth under any other complaint procedure, including a complaint to: (a) an official visitor; or (b) the Ombudsman.
