This proclamation (15 Nov 1994) declares a specific coastal area near Cardwell to be a property to which section 9 of the World Heritage Properties Conservation Act 1983 applies, made by the Governor‑General acting under subsection 6(3). Mechanically, activities likely to damage that mapped area become subject to the Act’s section 9 controls, so proponents, landowners or developers face compliance costs and possible restrictions. The executive (Governor‑General/Federal Executive Council) decides the designation and fixes the zone by precise coordinates.
