Plain English Summary

1/10 complexity

This is a formal proclamation (an official legal notice) by the Governor-General that activates part of the Workplace Relations Amendment (Transmission of Business) Act 2004.

What it does:

Sets 30 April 2004 as the date when Schedule 1 of that Act commences (becomes legally active)
Acts as the legal 'on switch' for amendments that were already passed by Parliament but not yet in force

Why it matters: Before this date, the changes had no legal effect. From 30 April 2004 onwards, the amendments applied to employers and employees. The underlying amendments concern 'transmission of business' — the legal rules about what happens to workers' wages, conditions, and employment status when a business is sold, transferred, or outsourced to a new employer.

This document itself does not contain the workplace rules; it simply fixes the start date for the substantive changes contained in the main Act.
